The Vocational Training Program (VTP), one of the LWF-Jerusalem’s oldest projects, has been providing vocational training to Palestinian youth since 1949. The VTP began as the Lutheran Trade School on the grounds of the Augusta Victoria Hospital. Originally, three-year training programs were offered in carpentry, auto-mechanics, and metalwork. The Lutheran Trade School was renamed the Vocational Training Center, and in 1964 the Center moved from the Augusta Victoria Campus to a new and larger facility just to the north of Jerusalem in Beit Hanina. The Vocational Training Program expanded in 2004, adding a new center, the Vocational Training Center in Ramallah (VTCR). In addition, the VTP implement different projects supported by various donors serving the Palestinian youth all over Jerusalem and the West Bank.

Terms of Reference
Main outcome of the role:
To provide financial and administrative support to the Lutheran World Federation Vocational Training Program, by working closely with the Administration staff, in direct coordination with the Finance Department and HR department at LWF, in order to achieve all financial, administrative and HR requirements of the organization.
Key responsibilities:
Finance duties:
- Work closely with the Finance Department at the central office of LWF to carry out all financial activities that are directly related to VTP and its centers and projects.
- Prepare payment, journal vouchers, and transfer letters pertaining to the projects supported by all necessary documents.
- Record the financial transactions in Sage
- Contribute to the preparation and follow-up of the financial documents of financial transfers, according to the projects budget.
- Ensure full compliance with LWF and donors’ financial policies, procedures, rules and regulations
- Prepare monthly bank reconciliation
- Prepare weekly bank status
- Prepare monthly deduction at source forms
- Maintain a fixed assets register
- Assist in the preparation of cash projections for the project
- Contribute to the preparation of financial reports
Administrative duties:
- Support the administrative day-to-day work of the team to facilitate the implementation of the activities, including, archiving documents, communication, writing meeting minutes, making reservations and bookings, and handling petty cash and invoices.
- Responsible for updating the social media pages of the VTP project and preparing the press release upon request.
Human resources duties:
Assisting with day to day operations of the HR functions and duties.
- Provide clerical and administrative support.
- Complying and Applying and monitoring adherence to the HR rules and regulations in accordance with LWF rules and regulations and inform related management and HR manager about any non-compliances.
- Compile and update employee records (hard and soft copies) andPreparing employee files according to the checklist of employment and updating files with any document that is related to each employee.
- Process documentation, apply policies and procedures in addition to preparing reports relating to personnel activities (staffing, recruitment, Introduction & training, grievances, performance evaluations, employment requirements, maternity leave, working accidents, health insurance, retirement and resignation etc)
- Coordinate HR projects (meetings, training, surveys etc) and take minutes
- Preparing the name list and related information for the salaries on a monthly basis with the required documentation for the salaries.
- Accessing to the HR system, preparing any report that is related to HR as required by management and HR manager and tracking and follow up staff attendance, annual leaves, sick leaves, holidays or any other duty hours/schedules for all employees.
- Preparing needed documentation for employees such as Contract, service letters and others as required as well as for volunteers.
- Conduct initial orientation to newly hired employees.

Required Qualifications, Skills and Experience:

- Diploma or University Degree (B.A.) in accounting
- At least three years of experience in the field of accounting and administrative work
- At least two years of experience with donor-funded projects
- Previous experience managing organizational social media outlets and/or producing communications materials is an asset
- Fluency in English and in Arabic. Hebrew is a plus.
- Excellent computer skills: Word and Excel
- Familiarity or former experience in working with Canadian funded projects
