M&E and Reporting Officer
CHF International is implementing a five-year, Local government and Infrastructure (LGI) program in the West Bank with funding from the United States Agency for International development (USAID). The overall goal of the Local Government and Infrastructure Program (LGI) is to promote an enabling environment for good local governance and provide the basic infrastructure necessary for sustainable improvements in the quality of life for Palestinians in the West Bank to support the implementation of this program, CHF International and partners are seeking qualified candidate to assume the following positions
location: Ramallah/Al-Bireh Office
Reporting to: M&E and Reporting Manager
Department: Knowledge Management Unit (KMU)
Program: Local Government & Infrastructure funded by USAID
Responsibilities:
- Maintain and update the USAID GEO-MIS system as well as TraiNet system, including data quality control and supporting documents on a monthly basis.
-Maintain and oversee quality control of the LGI internal database system. Support program staff in utilizing the internal database and ensuring processes are clear and as streamlined as possible.
-Verify reporting done by program staff.
-Conduct data quality assessments on reported information and maintain data quality assessment systems to ensure validity and logic of quantitative data.
-Write and contribute to biweekly and quarterly reports submitted to the donor.
-Gather specific data as requested by the LGI management team that may relate to more in-depth analysis or donor inquiries.
-Work with other KMU and program staff on success/impact stories highlighting work of LGI program.
-In coordination with CHF’s Training Officer, analyze CHF’s evaluation forms for various
trainings/workshops to ensure performance and effectiveness of training programs using the SPSS software.
-Assist in the collection and verification of quantitative data for the program.
-Assist in the collation and analysis of data from LGI conducted internal program assessments, surveys and evaluations
-Liaise with concerned project, finance, and procurement staff to ensure regular and timely information flow for reporting.
-Oversee quality control of LGI program files and maintain files related to reporting and M&E data for the LGI program (i.e. beneficiary number letters, reports, etc).
-Develop and implement regular schedules for an internal Data Quality Assessment of
LGI program files and indicator source data to ensure they are in compliance with donor regulations.
-Conduct field visits on a frequent basis to community project sites to monitor community
and stakeholder participation, evaluate project sustainability and impact, etc.
-Develop and produce qualitative materials to measure the impact of LGI program
activities. This includes and is not limited to:
-Impact notes
-Sustainability reports
-Community profiles & Case studies
-Success stories
-Video diaries
-Work with other staff on providing information for PR and outreach, supporting and effective communications/PR strategy
-Help highlight innovative program interventions/projects
-Other tasks, as assigned.
Qualifications:
-B.A. in international development, social sciences, engineering, or related field.
-Prior experience working in the international development field. Preference for previous
work on infrastructure or governance projects.
-Candidates must demonstrate excellent command in Arabic and English (reading, writing, and speaking)
-Good understanding of development concepts and practices.
-Prior experience working with GIS systems.
-Ability to consolidate and analyze quantitative data and design data collection tools.
-Prior experience working with databases.
-Good organizational skills and attention to detail.
-Ability to communicate information effectively and work collaboratively with a broad range of stakeholders.
-Excellent excel skills.
-Excellent SPSS skills.
-Highly detail oriented.
