The Norwegian Refugee Council is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced persons. We advocate for their rights and assist with shelter, education, food security, and information counselling & legal assistance.

One National Consultant; Monitoring and Evaluation

Norwegian Refugee Council (NRC) oPt, Gaza Office works in the fields of Shelter, Education and Information Counselling and Legal Assistance (ICLA). In order to assure quality in our programming we now seek a consultant to map our existing monitoring and evaluation practices and work with nominated staff to build skills and competencies in monitoring and evaluation both within programmes and cross-programmatically.
Key Deliverables:
1)Mapping exercise to delineate current practice and data gathering.
2)Explore synergies between programme level M and E and advise on techniques to avoid duplication/ double counting etc.
3)Ensure that current practices are in-line with both global best practice and NRC global reporting structures and indicators.
4)Production of report to advise NRC Gaza on developing and strengthening systems.
5)Provide coaching and formal training in identified gaps to Monitoring and Evaluation focal points in each team and to other staff as needed.
6)Advise on the creation of a small, part-time M and E unit within the organisation.
Person Specification:
1)Strong knowledge and competence in both qualitative and quantitative monitoring evaluation and relevant tools.
2)Demonstrable skill in translation of activity to impact measurement.
3)Clearly working knowledge of logical framework methodology.
4)Explicit previous monitoring and evaluation roles in international organisations.
5)Experience in monitoring cross-cutting themes; gender, disability, protection, etc.
6)Excellent time management skills.
7)Able to work independently with limited supervision.
8)Excellent written and spoken Arabic and English.
Start date:November 2011
Contract period: 2.5 months
Salary/benefits:According to NRC’s general directions pay commensurate with experience
