PROGRAM/DEPARTMENT SUMMARY:

The comprehensive Palestine portfolio is currently works mostly with vulnerable communities through development and humanitarian programs with focus on the following sectors: economic opportunities, youth employment and technology diffusion, Cash Transfer Programming (CTP), food security and livelihood, water and energy solutions, and other humanitarian assistance projects. Mercy Corps has made a commitment to increase its use of Cash Transfer Programming (CTP) in humanitarian responses.  In Gaza Mercy Corps is starting a new program in Gaza designed to establish a stronger case for multi-purpose cash assistance (MPCA) by testing different cash transfer modalities, leveraging technology in data collection and cash transfer, and completing an ambitious research, learning, and influence agenda.

GENERAL POSITION SUMMARY:

The Data Management Coordinator (DMC) is key position in The Monitoring, Evaluation and Learning (MEL) department. The DMC will work under the direct supervision of the MEL Manager, and closely with all M&E staff, Program teams, and Mercy Corps’ IT Infrastructure Manager. The DMC is a technical position with responsibilities including implementing all aspects of programs data lifecycle management. The person in this role will be responsible for managing the beneficiaries’ could-based database (SaaS), support data collection, cleaning of data, validation and visualization, including all relevant technology parts including the development and maintenance of electronic mobile data collection tools, storing, analyses of data, troubleshoot data and software issues, contribute to coaching and training to relevant staff, and maintain safety, security and confidentiality of programs data. Furthermore, under broad guidance of MEL Manager, and programs management, DMC will contribute in supervising enumerators or researchers during data collections, beneficiaries’ interviews, beneficiaries’ registration/enrolment and validation exercises. 

The DMC will apply a range of technical and other skills involving the self-directed application of knowledge gained through formal studies/qualifications applicable to this level or knowledge and experience that are determined by the MEL Manager as necessary to successfully carry out the duties of the position.

RESPONSIBILITIES AND DUTIES:

  • Be fully responsible for the programs data management cycle in the spirit of providing the best possible value for Mercy Corps, MEL departments, programs, and management decision making processes.
  • Ensure all performed activities and tasks adhere to Mercy Corps’ Program Management Standards (PM@MC), The Monitoring, Evaluation and Learning (MEL) policy, Data Protection Procedures, Accountability to Beneficiaries Standards, and any other Mercy Corps relevant policies and procedures. 
  • Work with MEL Manager and other MEL team members to produce and update work plans for data collection, MEL plans, data entry, data storage, data management, data analysis, Data Quality Assessments (DQA), indicators tracking, reporting, or any MEL related tasks. 
  • Oversee, maintain, and consolidate beneficiary databases (local or cloud-based), and trackers including Registration, Verification and Distribution (Master Beneficiary Database), Post Distribution Monitoring (PDM), Cash Payment Tracker, Market Monitoring, Referral Caseload Management,  and any other MEL related quantitative or qualitative data.
  • Ensure that all program and MEL databases and synchronized, up to date, regular backups, work properly, and troubleshoot data and software issues.
  • Suggest, and develop solutions for connecting different database platforms and/or electronic payments through APIs, or any other linkages.
  • Design, develop and maintain all relevant mobile and electronic data collection tools in close coordination with program teams, MEL team, and IT unit.
  • Lead on coding of assessment tools for ONA, CommCare, or any similar platforms as needed.
  • Supervise overall data cleaning and beneficiary verification processes.
  • Ensure all data are stored in accordance to Data Protection and Privacy Procedures, and only accessible to authorized program or MEL staff. 
  • Support Program Managers and Heads of Program to update their TolaData program page(s).
  • Ensure all program and beneficiaries’ documents are coded consistently, well archived in hard and soft copies in line with Program File Standards, and accessible to all relevant program and MEL teams. This includes beneficiaries’ data forms, verification forms, survey interviews, post-distribution monitoring, focus group discussions, key informant interviews and other similar practices.
  • Perform regular data analysis, prepare reports and visualizations, up-to-date dashboards on weekly, bi-weekly, monthly, quarterly and annual basis, as required.
  • Ensure all systems and databases in place are agile, and smooth flow of data between the MEL and program teams through reports, dashboards, and otherwise.
  • Ensure active engagement, timely communication, and proper coordination and liaison with all Mercy Corps support departments. 
  • Adhere to all Mercy Corps policies including Code of Conduct Policy and Safeguarding Policy.

Supervisory Responsibilities

The Data Management Coordinator (DMC) has no supervisory responsibilities.

Accountability

Reports Directly To: The Monitoring, Evaluation and Learning Manager

Works Directly With: Director of Programs, The Cash Program Specialist, Cash Programming Advisor, programs managers/leads, other MEL team members, Finance and Compliance Department, Operations Department, Procurement Department, local partner NGOs, enumerators as needed.

Job Requirements

JOB SPECIFICATION:

  • Bachelor’s degree in computer science, computer software/computer systems engineering, electronics, information technology, or other relevant field required.
  • 1+ years of experience of direct work in supporting Monitoring and Evaluation function. 
  • 2+ years of experience in data management systems design, maintenance, and programming is required.
  • 1+ years of experience in working with quantitative data analysis and coding scripts is required.
  • Proven experience in managing local and cloud-based databases and other types of data management.
  • Fluency in spoken and written of English and Arabic languages is required.
  • Proficiency with the following is required: Excel, Access, structured query language (SQL), Unix and database management systems (DBMS).
  • Experience in data cleaning, verification, consolidation, analysis and reporting.
  • Experience in conducting trainings, good problem solving skills.
  • Demonstrated skills in planning, organizing information and databases.
  • Ability to interact effectively with international and national personnel, as well as with project partners and community members.
  • Ability to conduct oneself with sensitivity and respect toward others
  • Experience in qualitative data analysis software is a plus.
