Job Summary

IYF is recruiting for a Palestinian National to join a dynamic team of professionals as the Monitoring
& Evaluation Officer. The M&E/Learning Officer will be based in Ramallah and will provide
technical support for all activities related to performance monitoring/evaluation and communications
efforts. The M&E/Learning Officer will work primarily with the local staff and in-country partners
and stakeholders, with coordination required with IYF’s headquarters in Baltimore, MD, USA.

Job Responsibilities/Specific Duties
-Provide support for YED’s ongoing monitoring and evaluation work, including support for
youth-serving institutions partnering with IYF in implementing YED’s standard data collection
forms according to the Monitoring and Evaluation Plan.
-Support sub-grantees’ use of IYF’s reporting systems, review sub-grantees reports and verify
quantitative data through regular site monitoring visits, ensuring quality control and troubleshooting
problems as needed.
-Support the M&E/Communications Manager in developing monthly, quarterly and annual results
and performance reports, in addition to other briefings, papers, and presentations for various audiences (e.g. USAID).
-Support program assessments and evaluations, including gathering, analyzing and reporting
qualitative inputs from a variety of program beneficiaries and stakeholders.
-Support the M&E/Communications Manager in developing and implementing the communicationsstrategy, including working to expand the program’s communications efforts by working closely with YSI partners and media contacts to ensure wide visibility of program successes.
-Support the development and English/Arabic translation of communications materials, such as
success stories, press releases, newsletters, and other documents.
Reporting and key relationships
Supervised by the Senior M&E/Communications Manager.

Qualifications
-A Bachelor’s degree in a social science, development or equivalent standard of education. A
Masters degree is preferred.
-Academic training or specialized coursework in monitoring and evaluation is strongly preferred.
-2-3 years of experience in monitoring and evaluation, including conducting quantitative and
qualitative research.
-Excellent skills and experience in developing written communications materials in English and
Arabic.
-Knowledge of/experience with programs that support youth employment and/or social services
(e.g. education, health) preferred.
-Experience with USAID programs and systems/regulations preferred but not required.
-Fluency in English and Arabic, both oral and written.
-Strong interpersonal, communication and analytical skills.
-Strong computer skills particularly spreadsheets and database management.
-Willingness to travel within West Bank, Palestine.
