M&E Specialist

NORC’s core competencies include designing and conducting rigorous impact evaluations of development projects; developing survey instruments; conducting analytic research; statistical sampling; data preparation, collection, cleaning and management; and developing survey-associated information technology. NORC implements several on-going research projects throughout the world and has developed close collaborative relationships with researchers, survey firms, and policy think tanks in numerous countries.
NORC is seeking a M&E Specialist to support the provision of monitoring and evaluation (M&E) services for the USAID WBG Mission. USAID’s WBG programming is managed through three development objectives that include: Governance and Civic Engagement; Economic Growth and Infrastructure; and Human Capital and Social Impact. The effort would support a utilization‐driven, comprehensive performance measurement, planning, performance monitoring and evaluation (PM&E) system, and provide technical guidance to USAID WBG and its implementing partners (IPs) to enable USAID WBG to fulfill its performance monitoring, evaluation, reporting, and information-sharing obligations as mandated in USAID’s Automated Directives System and other USAID guidance.
About the Position
The M&E Specialist will provide support to USAID projects and the USAID mission in M&E activities such as developing M&E plans, defining indicators, and collecting and reviewing monitoring data, and data analysis. She / he M&E Specialist will contribute to mixed method performance and impact evaluations, and must have strong grounding in evaluation methodology, good writing skills, as well as familiarity with one or more of the following sectors: health, water and road infrastructure, economic growth, rule of law and justice, local governance, humanitarian assistance, community development, rule of law, conflict mitigation, education, and youth development.
Specific responsibilities include the ability to:
- Review results frameworks or logic models for sensible relationships between inputs, outputs, outcome and impacts;
- Development of both rigorous impact and performance evaluation designs, with well thought-out research questions and associated indicators;
- Review indicators, concluding context indicators as appropriate;
- Develop questionnaires;
- Conduct key informant in-depth interviews;
- Manage survey data collection, review data for quality assurance, and prepare datasets;
- Analyze quantitative or qualitative data to measure program impact and implementation performance, and report writing;
- Using GeoMIS or other geographic data reporting platforms;
- Identifying lessons learned, success storied and good practices;
- Ensure compliance with USAID performance management policies, and
- Conduct data quality assessments
Qualifications
A BS / BA university degree in sociology, economics, political science, public policy, or other relevant field; a minimum of five years of work experience in M&E, preferably including an M&E role on a USAID project. She / he should be familiar with reviewing results frameworks, indicators, conducting data quality assessments, and also be familiar with collaborative learning and adaptation (CLA). English and Arabic fluency are also preferred.
