Qualification Bachelor's degree in building systems, engineering or equivalent and/or Master's degree in management consulting or a related field is favorable.
Sector experience Minimum of 10 years of demonstrable relevant Construction experience and/or minimum of 10 years of demonstrable relevant Management Consultancy experience.
Geographical experience Minimum of 10 year of experience in Middle East (essential).
Language Fluency in English is essential.

Overview of position
Our Client received funding to implement the Facilities Management Capacity Building Project as a 3-year technical assistance project to build sustainable capacities of the Facilities Management function at the Palestinian High Judicial Council. The project launched in August 2018 with an organizational performance diagnostic where maintenance staff skills and competences have been prioritized for development.
Role objectives
The purpose of this course is to build the trainees competence in maintaining the firefighting and mechanical systems installed in the following four newly constructed courthouses: Tulkarem, Qalqilya, Salfit and Dura. The equipment include: pumps , gauges, pipe networks , sprinklers , hose reel cabinets , electrical fire-system control boards , hydrants, valves and all related devices, fixtures and fittings.

In cooperation with the project’s team of advisers and under the supervision of the Project Manager, the fire fighting and mechanical systems maintenance expert will undertake the following tasks:
Identify and assess HJC staff for the required level of skills and competences for inspecting and maintaining their courthouses’ firefighting and mechanical system
Coach staff to inspect, service and repair the fire fighting and mechanical systems in their courthouses listed in the Annex
Coach staff to properly and accurately document their inspections and service records in logbooks and reports
Coach staff to develop preventive maintenance plans.
Set service level standards for inspections and maintenance work including frequency, responsiveness, lead-times, cycle-times ,quality standards
Coach staff to specify and carry -out routine maintenance activities in a timely fashion
Coach staff to plan their overall maintenance requirements and priorities including inspections, tests and risk assessments.
Coach managers to assess their technicians skills in order to provide the right balance of in-house and contracted out repair and maintenance services to cover all the firefighting and mechanical systems requirements.
Collaborate with managers and project advisers to draft written policies and procedures to ensure routine maintenance activities are carried out properly and on-time.
Design, propose, lead and manage capability and capacity development interventions to build the capacity of the HJC staff to implement the administrative instructions related to facilities management and operations and maintenance .
Provide training, coaching and facilitation to individual managers, organizational units and groups on the administrative instructions related to facilities management and operation and maintenances.
Design and lead on site training
Identify the needed spare parts for the firefighting and mechanical systems
Identify the health and safety measurements to be considered while dealing with the firefighting and mechanical systems
Identify the associated risks related to the dysfunctionality of the firefighting and mechanical systems.
Guide the HJC staff how to fix issue that will appear in firefighting systems.

4. Qualifications and Experience
a. Education
Technical degree in building systems, engineering or equivalent.
Qualification in management consulting or a related field is favorable
b. Work Experience
At least 10 years of relevant in construction and or maintenance services for a multi-building portfolio.
Proven record in Project Management is required
Experience in systems installation is desired
Experience developing maintenance procedures.
Experience establishing a maintenance management schedule and developing preventive maintenance tasks.
c. Languages
Strong written and verbal communication skills in Arabic and English.
