MASCULINITIES CAPACITY BUILDING OFFICER
WEST BANK AND GAZA – oPt. 

BACKGROUND 

Alianza por la Solidaridad (ApS) is a Spanish NGO existing since more than 30 years and present in the Middle East since 1993. Since 2009 it has developed a process of sectorial and geographical targeting for its interventions, which meant the prioritization of women’s rights and gender equality. Alianza por la Solidaridad (ApS) in the Middle East works within three main lines of action: 

  • Prevention and response for Gender Based Violence, individual and community approach. 
  • Women´s economic empowerment. 
  • Women´s participation and active citizenship. 

ApS maintains stable local partners with whom it works in a sustained manner and deepening not the relations and regular contacts through the office in the field, but a fluid communication and analysis of the changes caused by the protracted conflict-related crisis and humanitarian situation in Palestine. Engaging men is a key piece to achieve meaningful results in gender equality, therefore, since 2017 there is a progressive work on implementing a new masculinities approach with community members and with CBOs, partners and other key actors. Alianza works closely with its partners and support their work in a manner that represent Alianza and the partners values. ApS has extensive experience and expertise on women´s rights and there is a high degree of knowledge about the environment and only relation with the population, civil society organizations, other humanitarian actors and local public entities. Alianza por la Solidaridad is member of Action Aid since Jun 2018. 

Action Aid and Alianza share the idea that when people become aware that their future is in their hands and when they organize to challenge power structures and contribute to the betterment and changing of institutions, changes can succeed. These changes should take place on a global scale in order to generate maximum impact, and they should be rooted in the political values of solidarity and internationalism. In addition, for Action Aid and Alianza, Social justice, gender equality, and climate justice succeed through individual and collective actions that actively change inequitable and unjust power relationships, either hidden, visible, or invisible, from the home to local, national, and international spaces. The empowerment of people that live in poverty and marginalization, and of women and youth is a crucial part of creating these changes. Collective efforts and fights are stronger when they are bound together through solidarity, campaigns, and common causes between communities, organizations, and social movements and other allies to influence local and global institutions and public policy.

The new masculinities capacity building officer will support in the upscaling and systematization of the “engaging men and new masculinities” strategy, ensuring quality capacity building, coaching, reporting and data analysis with the local partners and other key stakeholders.

JOB DESCRIPTION

The new masculinities capacity building officer will be responsible for the upscaling, implementation and systematization of the new masculinities strategy, as well as to ensure, capacity building and coaching to ApS local partners and key stakeholders. He will act as the main focal point for all the activities related to this topic and will lead and monitor the progress of indicators related to it, ensuring quality outcomes and timely deliverables. He will also lead the creation of training and advocacy materials to support the related activities and will participate in external representation meetings when requested. 

MAIN TASKS AND RESPONSIBILITIES

The new masculinities capacity building officer is expected to achieve the following objectives and activities:

Training & Capacity Building (80%)

  • Contribute to the development of training and learning modules and mentoring and coaching tools
  • Facilitate trainings related to men engagement, new masculinities and GBV, Gender Equality. 
  • Ensure that all necessary requirements to ensure  successful training sessions are prepared in a timely manner including material, equipment, venue and transportation in coordination with the Admin Assistant and the local partners.
  • Brief and update ApS staff in the main results, lessons learnt and recommendations withdrawn from the work with the partners. 
  • Develop and adapt training materials (handouts, presentations, etc.) and tools to monitor effectiveness of trainings, including pre and post-tests
  • When needed, work on updating training material, modules and tools, develop facilitation guides.
  • Ensure proper documentation of all training and capacity building session, keep track of the attendance sheets, training reports, training tracker and fill in the training database for trainings.
  • Send follow up surveys and coaching to participants. Keep track of the participants’ emails and feedback. 

Project Cycle Management and Context/ Stakeholders Analysis (10%)

  • Ensure a proper planning of the interventions with local partners in accordance with donor regulations.
  •  Implementation of activities according to the existing work plan and direct implementation of some activities related to the interventions when required. 
  • Perform the technical and financial follow up and reporting of activities in accordance with donor regulations. 
  • Support to local partners and to the ApS Administration department in Jerusalem for the financial reporting of the activities and for the auditing requests.
  • Elaboration of periodic context and situational analysis or reports with emphasis on Humanitarian and/or Gender issues. 
  • Development of new project proposals related to his area of work and expertise.
  • Support to other areas, when required, on the follow up and identification of programmes and projects related to Women Rights and Humanitarian-Gender.

Communication-Advocacy and Representation of ApS (10%)

  • Participation and representation of ApS in Networks and platforms related to the intervention topics when required
  • Institutional representation when required 
  • Elaborate position papers, fact sheets and any other communication/advocacy material related to the areas of his work. 
  • Implement the internal Communications policies and tools 

Security and Code of Conduct 

  • Apply and adhere to the internal regulations in APS office in Palestine, including safety regulations.
  • Respect APS’s code of conduct for the office.

Job Requirements

REQUESTED KNOWLEDGE AND EXPERIENCE

  • Bachelor Social Work, Psychology, Science in Social Science, Public Health, Human Rights or other related field
  • 1-2 years of experience in Protection or gender/GBV programming, preferably in an emergency context associated with capacity building roles or expertise
  • Clear understanding of the new masculinities approach, gender, human rights, and issues surrounding violence against women and girls.
  • Solid knowledge about capacity building approaches and working modalities
  • Demonstrated experience facilitating trainings and workshops
  • Experience coaching and mentoring staff/volunteers on technical topics
  • Proved facilitation and communication skills
  • Relevant experience working within a partnership agreement and/or a network including national organizations
  • Fluent in Arabic and English
  • Conflict sensitive approach 
  • Availability to travel in the oPT.
  • Both English/Arabic working command is compulsory 
  • Knowledge of Spanish is an asset
  • Ability to work autonomously

LINE MANAGEMENT, CONTRACT AND WORKING CONDITIONS 

The projects coordinator will report directly to the Programme manager and GBV Coordinator. 

APS will provide a Labor Contract under the category project officer within salary scale of ApS. Place of work is APS’s Jerusalem office but regular travels to the West Bank and Gaza can be expected. Admin support will be provided by APS admin team in Jerusalem. Costs of trips to Gaza and West Bank are covered by APS according to the organization standards. 

Estimated duration of the contract is 12 months, with 6 months probation period. 

The new masculinities capacity building officer will apply and adhere to the internal regulations in APS office in Jerusalem, including safety regulations. At the same time, he will respect APS’s code of conduct for the office.
