Monitoring Evaluation and Learning (MEAL) and Reporting
Location: Gaza Strip
Overview
Wefaq is an independent and non-profit Palestinian NGO with the purpose of protecting and empowering vulnerable women and children including those with disabilities survivors of GBV through women protection and empowerment, child and family protection program, and communication and advocacy program. While implementing its strategy to fulfil its vision, Wefaq is guided by international human rights principles including equity, equality, non-discrimination, empowerment and participation, accountability, and focus on vulnerable groups.
Wefaq is seeking a MEAL and Reporting for the (ILEED) project, Wefaq society for Women and Child Care in partnership with Global Communities implementing USAID Improve Livelihoods and Enhance Economic Development (ILEED). This project will focus on promoting resilient livelihoods in Gaza Strip and give households the tools they need to cope with recurrent crises. ILEED will engage both the demand and supply actors within the conflict affected market system. Programs and activities will support the production of and access to basic products and services that community entrepreneurs are already engaged in producing and providing, as well as encourage community entrepreneurs to fill critical service gaps with localized solutions. ILEED will also work to increasing access to resources and basic commodities to support community development and resilience
WEFAQ is seeking highly skilled staff to assume the following responsibilities
Roles and Key Responsibilities
Accountability and Monitoring Systems
Develop and/or update M&E tools, databases and monthly reporting formats in close collaboration with the Project staff
Support the staff in mobile data collection; using the organization system
Conduct data audits and analysis to ensure high quality data, compile a report with relevant indicator data, showing targets versus actuals and an action plan and send this to the project Manager on a monthly basis
Beneficiary counting: a quarterly gender and age disaggregated overview should be provided
Manage the development of effective and sustainable feedback mechanisms
Undertake field monitoring visits to the implementation locations
Monitor overall project implementation and provide feedback for the project manager
Assessment, Learning, and Documentation
Ensure relevant, timely, and quality support on assessments and evaluations; i.e. support in developing the survey tools, data analysis and report writing
Attend and participate in the designed meetings with program Manager on project monitoring and learning updates, achievements, challenges
Provide documentation and dissemination of key findings stemming from monitoring, assessment, and other learning activities
Track and ensure organized, comprehensive electronic filing of documented findings/analyses
Collect and file success stories, pictures, legal documents etc. and file
Establish a reporting timetable and deadlines for the operation and monitor the timetable to ensure agreed deadlines have been met

Qualifications and Experience
Essential
Bachelor degree in social science, Engineering, or relevant fields; post graduate level qualification in social science is preferred
Strong organizational and analytical skills
Excellent analytical and creative abilities with strong results orientation
Proven experience in MEAL with at least 4 years of experience in the field of humanitarian work, including at least 2 years’ Monitoring and Evaluation experience, including in the design of monitoring tools, data collection, data analysis, visualization, designing baseline, impact surveys, needs assessments, reports and evaluation, Accountability to Affected Populations mechanisms and tools);
Project Cycle Management
Competent in the use of Microsoft Office Suite, including WORD, POWERPOINT and EXCEL
English & Arabic language skills
Ability to work under pressure and under strict deadlines
Very positive personality, with strong orientation towards solutions
Desirable
Excellent team player with strong adaptation capacity
Highly committed to project goals and objectives
Flexible on location of work and scheduling if necessary (for field visits)
Ability to transfer skills and knowledge to persons with different levels of understanding and experiences
Very good organizational skills and high level of autonomy
Ability to work rigorously
Ability to solve problems and react proactively
Understanding of the Accountability and learning protocols and processes
Experience in working with vulnerable group
