Monitoring Evaluation Accountability and Learning (MEAL) Assistant
For 6 months, pending donor approval.
GENERAL OBJECTIVES

Implement the structure, resources and tools of the MEAL mission wide.

Coordinate and Supervise activities planned under MEAL.
-
Design methodology for assessments, monitoring and evaluation of Action Against Hunger Sectors of intervention, providing sector guidance and capitalizing the lessons learnt.

Liaise, coordinate assessment with partner organization.
-
Support the design of project monitoring tools streamlining resources.
-
Adapt to the context and the roll out of Action Against Hunger accountability framework and enlarged feedback mechanisms.

Support the mission in capitalizing on ongoing activities.
Key activities in your role will include
Objective 1: Plan field visits and data collection needs as per the MEAL Minimum standards and the information needs of the mission.

Provide Action Plans (weekly or with the agreed frequency) for MEAL Coordinator and report achievements.

Conduct the necessary arrangements before remote data collection activities: compile beneficiary lists, set up digital tools, train data collectors (enumerators) on data collection tools…etc.

Conduct the necessary arrangements before the field visits: study the area (secondary sources analysis, follow-up access, arrange meetings and discussions with key informants/partners, etc.).

Follow up proactively with program, technical and logistic teams to ensure MEAL movement plan submitted and approved on weekly basis.

Coordinate with MEAL colleagues and technical teams to plan remote data collection activities / field visits based on implementation milestones and key phases.

Support efforts of MEAL Coordinator to coordinate with senior management and advocacy department and plan field visits to document specific ad-hoc subjects / activities.
Objective 2: Manage AAH Feedback and Complaints Mechanism (FCM) accountability for Gaza base and operations.

Focal point of Gaza Base FCM system including hotline, pro-actively record complaints received from all stakeholders (beneficiaries, KIs, partners) using the complaint form or relevant tools, ensure registration into the data-base and appropriate follow-up with concerned parties.

Provide support to colleagues from other departments to record complaints received in the field and through FCM hotline and use the consent form.

Responsible for communicating with different stakeholders to share response of complaints and feedback, and inquiries logged, and ensure case-logs are updated.

Contribute to the efforts of communication with communities, consultation, and engagement of beneficiaries / specific stakeholders as per the Feedback Mechanisms mapping plan.

Mainstream cross-cutting themes of protection, gender and conflict sensitivity into your daily activities and ensure to appropriately report your observations, suggestions, and recommendations.

Use the Data Protection Protocol to guide your data collection efforts and use the consent form whenever possible.

Use AAH Charter of Principles - Neutrality, Independence, Transparency, Non-discrimination, Free and direct access to the victim, Professionalism to guide your activities and Performance and everyday behaviour.
Objective 3: Ensure routine monitoring of projects & ensure findings are timely shared with Technical and Program Department for utilisation to improve quality of interventions and learn.

Support the creation of monitoring tools under supervision of MEAL Coordinator.

Supervise daily workers teams of field monitors as per protocols.

Perform monitoring of activities in the locations where project activities are implemented as per MEAL plan / minimum standards and ad-hoc requests of Program Department

Perform post-completion monitoring/evaluation in the locations where project activities are implemented as per MEAL plan / minimum standards, to measure impact of AAH intervention in OPT.

Provide a report on the activity monitored / evaluated, systematically documenting best practices, grey areas, conclusions and recommendations.

Feed MEAL Coordinator with successes observed and challenges encountered in the field, lessons learnt and recommendations on best practices.

Work with the Heads of MEAL Unit and MEAL officers to ensure documentation of key achievements, best practices, success stories, beneficiaries’ stories etc. with other departments through different mediums (pictures, stories, leaflets, posters etc.).
Objective 4: Collection of Information and Data Gathering for assessments.

Conduct data collection exercises as per established action plan and workplan, achieving the assigned goal of number of interviews per day and under MEAL Coordinator.

Conduct data collection as per instructions through surveys, Key Informant Interviews and Focus Group Discussions, using indicated methodology (face-to-face or phone).

Ensure completeness and satisfactory information given by the person interviewed and recorded on the provided tools (notebook, tablet), as per assessment’s objectives.

Ensure to keep all collected data and documentation in a proper way.

Support the creation of assessments tools.

Identify the eligible people for interviews/ questionnaires.

Compile indirect information and triangulate the provided data through direct observation, alternative questions and alternative informants.
- Analyze information gathered, write a report, and develop visualization (with support of IM team) if relevant, and propose recommendations.

Report to the MEAL Coo. on any challenge faced while performing the tasks and propose effective solutions.

University degree (BA in Social Fields or any related field).
Previous field experience in assessments, data gathering, interviews, information triangulation/verification, and report writing.
Strong communication skills to interact with both vulnerable population and key stakeholders.
At least two years of related previous professional experience.
Knowledge in any of the following fields: Food Security and Livelihoods (FSL), WASH, Nutrition & Health.
Arabic & English: very good level in reading, writing, and speaking
Proven experience in Office 365, KOBO toolbox. Power BI knowledge is an asset.
