MEAL Assistant
Duty Station: Gaza Strip /Palestine
Starting Date: January 2025
End Date: March 2025 (with the possibility of renewal)
This is a full-time position and working hours are from Sunday to Thursday, 08:00 – 16:00.
PREMIERE-URGENCE INTERNATIONAL (PUI) is an international, apolitical, non-religious, and non-profit French organization intervening in 23 countries worldwide. PUI aims to provide a global response to the fundamental needs to people affected by humanitarian crises, from the emergency to the restoration of their autonomy and dignity. Première-Urgence and Aide Médicale Internationale merged in 2011 to offer a better range of lifesaving care and life-changing assistance to communities affected by extreme adversity.
PUI's humanitarian and development aid strategy in oPt focuses on providing support to populations affected by the coercive environment and subsequent IHL/HR violations in both the West Bank (WB) and the Gaza Strip (GS). PUI's programming incorporates interventions in several sectors, aiming at the prevention of livelihoods' loss and displacement as a consequence of protection threats, lack of services (health, education, WASH), and lack of access to agricultural lands or job opportunities.
Overall Objective
The Monitoring, Evaluation, Accountability & Learning (MEAL) Assistant is responsible for implementing M&E activities within the projects, under the supervision of the GS MEAL Manager. This role involvesensuring data quality, conducting data analysis and reporting on the MEAL activities, including evaluations,PDMs and assessment design and reports, as well as participants’ feedback.
Specific objectives and linked activities:
- MEAL SYSTEM DEVELOPMENT AND SET UP
- Make the preparations and implement different assessments including but not limited to baseline/end-line surveys, impact surveys, post distribution monitoring (PDM) surveys, needs assessment, and focus group discussions
- Support in developing needs assessment tools including data collection forms and computerized database; Conduct data collection process
- Conduct field visits, assist in training field workers /surveyors in charge of data collection, data entry, and monitor accuracy of computerized data; verify the data with the relevant stakeholder
- BENEFICIARY SELECTION PROCESS
- Under guidance of the MEAL Manager, support the creation and use of tools for the selection of beneficiaries, including scoring systems
- Upon delegation of the MEAL Manager and as necessary, participate in selection committees’ meetings with the Operations Department and partners
- PROJECTS MONITORING
- Support the MEAL Manager in designing the different monitoring and evaluation tools
- Conduct regular monitoring visits and share findings and analysis with the MEAL Manager and operational teams
- Update, implement, and follow-up the MEAL plans and collect Sources of Verification on a regular basis
- Upon request of the MEAL Manager, update MEAL sections of Project Management Tools on a monthly basis
- Ensure that MEAL data is collected, used, and stored in adherence with data protection protocols and ethical considerations
- REPORTING
- Assist in producing consolidated analytical summaries using charts, graphs, tables, and narratives to fulfil internal and external reporting requirements concerning the MEAL activities
- Support MEAL manager in preparing and consolidating all related MEAL annexes and reporting tools for all projects
- Accurately archive MEAL data/analysis and activity reports in an organized manner within a shared archiving/filing system
- Support MEAL manager to provide analytical data and statistics to feed the products of other departments at PUI
- EVALUATION
- With support of the MEAL Manager, assist in designing impact survey plans, tools that capture quantitative and qualitative data to report on projects implementation and impact
- Conduct field visits in coordination with the Operation Department to collect data among beneficiaries/partners of PUI projects, using tools and protocols designed, ensure data collection, entry, check and analysis
- With support from the MEAL Manager, contribute to preparing and conducting internal evaluations as requested, including developing evaluation tools, conducting data collection with different stakeholders and writing of evaluation reports
- ACCOUNTABILITY
- Support in the regular follow-up and documentation of the complaints and feedback mechanism received through PUI’s FRM channels i.e. hotlines, WhatsApp, Kobo ToolBox links
- Assist in conducting focus group discussion and key informants’ interviews to collect in-depth feedback on monitoring trends that need further information/facts findings
- Ensure data privacy and confidentiality while handling beneficiary feedback and project data
- LEARNING AND KNOWLEDGE MANAGEMENT PROCESS
- Assist in the documentation of lessons learnt and best practices for dissemination within PUI.
Note:
The candidate must have permanent or temporary residence in southern Gaza Strip, close to PUI Emergency Guest Houses in Deir AL Balah or Khanyounis-Almawasi.

Required Knowledge and Skills
EDUCATION AND TRAINING:
Required:
- University degree (BA in Development/Humanitarian Studies, Social science, Statistics, Engineering or other fields directly related to MEAL)
PROFESSIONAL EXPERIENCE: (Humanitarian, International, Technical)
Required:
- University degree (BA in Development/Humanitarian Studies, Social science, Statistics, Engineering or other fields directly related to MEAL).
- Experience with national or international NGOs is an asset
- At least one year of related previous professional experience
- Minimum knowledge of and experience in project cycle management, including planning, implementation, and evaluation phases
- Proven field experience in MEAL (Assessments, data gathering, interviews, information triangulation/verification, and report writing)
- Some experience in data analysis (qualitative and quantitative)
KNOWLEDGE AND SKILLS
Required:
- Strong understanding of the regional and cultural context
- Valid driving license and proven driving skills
- Knowledge of principles, tools, and practices of monitoring and evaluation programs
- Basic knowledge of main donors’ policy and procedures (UN Agencies, EU…)
LANGUAGES
Required:
- Fluency in written and spoken English and Arabic

- Excellent computer competency, particularly in MS Excel, MS Word, Power BI, SPSS, Kobo Toolkit, and ODK

- Flexible on location of work and scheduling if necessary (for field visits)
