  1. Background

Medical Aid for Palestinians (MAP) is a UK-registered charity that has been reaching out to the Palestinian communities, striving to deliver health and medical care to those worst affected by conflict, occupation, and displacement. MAP provides immediate medical aid to those in need at times of crisis, while also developing local capacity and skills to ensure the long-term development of the Palestinian healthcare system.  MAP’s vision is of a future in which all Palestinians can access an effective, sustainable, and locally led system of healthcare and the full realization of their rights to health and dignity.  

As part of MAP’s capacity building efforts for our local partners, MAP wishes to work with an experienced and professional consultant to help develop the MEAL capacity and establish robust systems for our local partner organizations.  

  1. Objective of the Consultancy

The objective of this consultancy is to provide tailored MEAL training and technical support to seven partner organizations. The consultant will work individually with each organization to: 

  • Build their capacity in MEAL principles, frameworks, and methodologies. 
  • Develop or strengthen MEAL systems, tools, and processes. 
  • Ensure the integration of accountability and learning mechanisms within their MEAL practices. 
  • Provide guidance on data collection, analysis, reporting, and utilization. 
  • Support the development of organization-specific MEAL frameworks and strategies. 
  1. Scope of Work

The consultant will undertake the following tasks: 

  • Conduct a needs assessment with each partner organization to determine their MEAL capacity and gaps. 
  • Develop a tailored training plan and materials based on the assessment. 
  • Deliver interactive and practical training sessions for each organization. 
  • Provide hands-on support in designing MEAL tools and systems. 
  • Offer one-on-one coaching and mentoring sessions. 
  • Develop a final report with recommendations and action plans for each organization. 
  1. Deliverables

The consultant is expected to deliver the following outputs: 

  • Needs assessment report for each partner organization. 
  • Customized training plan and materials. 
  • Training sessions for each organization. 
  • MEAL tools and templates tailored to each organization’s needs, with digitalization potential. 
  • Coaching and mentoring sessions with documentation of progress. 
  • Final report summarizing the process, findings, and recommendations. 
  1. Timeline

The consultancy is expected to take place over 8 months, starting from April 2025 and finalizing the work with the submission of the final report, products, and relevant supporting documents by the end of December 2025.

Job Requirements
  1. Required Qualifications and Experience

The consultant should possess the following qualifications: 

  • Extensive experience in MEAL, particularly in the nonprofit or development sector. 
  • Proven track record in capacity building, training, and system development. 
  • Strong facilitation skills and ability to adapt training to different organizational contexts. 
  • Experience working with diverse partner organizations. 
  • Excellent communication and reporting skills.
