OXFAM PURPOSE:
To work with Oxfam and Partners’ staff to overcome poverty and suffering
TEAM / JOB PURPOSE: To lead and support the development and implementation of an effective and coordinated planning, monitoring, evaluation, accountability and learning system for Oxfam’s Humanitarian and development programmes in Gaza. The MEAL Coordinator will work with MEAL officers, programme and project managers from different affiliates and use effective information and learning systems to support quality achievement of programme as per Oxfam’s agreed standards and specific MEAL project deliverables. The MEAL Coordinator will build the capacity of field teams and partners, and provide specialist advice and support to strengthen their respective MEAL mechanisms to contribute effectively to the Oxfam MEAL objectives
REPORTING LINES:
Post holder reports to: The Humanitarian Programme Manager with matrix management from the relevant affiliates’ Associate Country Directors, and programme quality experts / leads in each affiliate . The post holder will have close working relationship with Affiliates Programme Managers and Technical Coordinators (Food Security, WASH, Economic Development, Health).

DIMENSIONS:
-Requires the ability to define and shape strategic objectives and priorities for the programme MEAL strategy and MEAL team, involving collaboration with other programme units (e.g. technical teams, affiliates in-country).
-Decision-making requires significant levels of judgement based on technical and management experience, generally actively supported within line management or the programme team.
-Plans and manages the resources of the MEAL unit in line with Oxfam staff competencies, international standards (i,e. People in Aid) and commitment to continual improvement.
-Builds and reinforces the capacity of programme staff and partners according to the needs.
-Requires the ability to analyse and communicate complex information to a wide audience to
promote and influence.
-Communication is both with internal and external contacts. Represents Oxfam in relevant
coordination meetings and external relationships with partners and other stakeholders.
RESPONSIBILITIES
1-Programme planning, development and quality:
Support country programme planning processes, particularly on logic of intervention (country program logical frameworks and MEAL plans), and contribute to ensuring adherence to Oxfam’s programme quality, Gender marker and Humanitarian standards.
2-Support the development of logical frameworks and MEAL plans in project proposals, in consultation with the Funding Coordinators ( where relevant) and program teams.
Advice and recommend on resources required in proposal for strong MEAL including skills, time and budget.
Design and support the implementation of the programme monitoring system
Review Gaza Emergency Response and Early Recovery and Rehabilitation Plan incorporating the recommendations coming from the Real Time Evaluation
Review programme MEAL plans ensuring that plans are being implemented.
Review and Improve on the existing MEAL systems
support and coordinate the implementation of the programme monitoring system which integrates programme and project requirements
Support and coordinate partners and communities active participation in designing, implementing and learning from monitoring and evaluation
Work closely with gender advisors / focal points in ensuring that all MEAL processes, methodologies and tools are gender sensitive.
Oversee the process and quality assurance of all field data collection exercises, data management, and analysis.
Collect information from affiliates programme and projects, control quality and prepare Indicator Tracking Table (ITT) monitoring reports based on and share with Operations on a monthly basis Collaborate with Information Management to provide summaries of community based data and share with Operations and management to support programme adaptation and improvement Contribute to the country program’s Global Output Report (GOR), which is a yearly corporate exercise for counting Oxfam’s beneficiaries
3-Plan and manage surveys, program evaluations and monitoring reviews
Plan and manage project/programme baselines, evaluations and reviews to meet donor and organisational requirements
Support the communication of baseline, evaluation and review findings with programme staff and communities
Support programme and project teams (including partners) to develop Plans of Action that address monitoring, accountability to beneficiaries, evaluation and review recommendations and monitor implementation
4-Develop and support implementation of community consultation and information provision mechanisms
Design , support and coordinate implementation of Information Provision plan to ensure that accurate and reliable information about the programme is made available and shared with communities in a timely and accessible manner
Design and support and coordinate implementation of community consultation processes to ensure understanding of Oxfam’s role and planned interventions and provide opportunities for input and feedback into programme and project designs
Establish/Consolidate and support implementation of complaints and feedback mechanisms
Review existing mechanisms designed and implemented to ensure downward accountability to partners and mutual downward accountability of Oxfam and partners to beneficiaries and recommend for improvement
Support and advise MEAL and programme teams to inform communities regarding their right to be consulted, make complaints and provide feedback to Oxfam
Review and develop complaint and feedback mechanisms based on community and partners preferences obtained through a consultation process
Support, coordinate and control the quality of Documentation, implementation and monitoring complaint and feedback systems to ensure timely responses to communities and partners
-Consolidate and analyse community complaint information to inform Operations and response management of key issues raised by beneficiaries
6-Ensure that programme meetsOxfam MEAL minimum quality standards and supports improvement reflection, learning and innovation
Encourage the incorporation of best practice and innovation
Ensure achievement of quality criteria is monitored and reported monthly
Ensure risks limiting achievement of objective to quality criteria are reported & rapidly addressed Ensure mechanisms are established to identify, document, and share function lessons learned
7-Capacity building for partner and Oxfam staff:
Identify areas of support needed for Oxfam and partner staff
Facilitate capacity building process of partners and Oxfam staff on knowledge, skills and competencies necessary for effective MEAL through training and coaching.
Provide high-quality advice to programme managers and partner staff as required.
Train project teams on using analysed data to inform program quality control, document lessons leant and future project development.
Provide technical supervision of MEAL staff and ensure that staff receive adequate training, mentoring and coaching.
Assist relevant line managers in managing performance of MEAL staff including to objective setting, personal development plans, and performance appraisal.
Support strong leadership from project and programme manager on MEAL
8-Coordination and Networking
Ensure proper MEAL coordination and streamlining structures between Oxfam and partners are in place.
Participate in and contribute to relevant inter-agency efforts to agree and develop coordinated / joint M&E and accountability frameworks and mechanisms.
Ensure that Oxfam’s MEAL system is linked to wider inter-agency M&E initiatives and developments, and liaise with technical teams to ensure coordination with sectoral working groups.
Engage with professional peers to share knowledge and to identify best practice in other countries/agencies relevant to Oxfam which can contribute to our own understanding and development of MEAL.
SKILLS AND COMPETENCE:
Masters degree in relevant area (e.g. social sciences, statistics) from a recognised university.
-At least 3 years experience of work in multi sectoral Humanitarian and development
programmes.
-Good knowledge and strong demonstrated experience in monitoring, evaluation, accountability
and learning, including participatory approaches
-Well-developed conceptual, critical, analytical thinking and planning skills
-Experience in and the ability to facilitate training at different levels
-Fluency in written and spoken Arabic and English
-Excellent communication and interpersonal skills, and the ability to work sensitively with people
from various cultural and social backgrounds.
Excellent coordination and organizational skills.
-Ability to plan workload and demonstrate accountability for outputs with minimal direct
supervision
-Ability to work under pressure, ability to prioritize and commitment to meet deadlines.
-Proven knowledge of computerised systems; high degree of computer literacy and word
processing and spreadsheet/Excel skills. Experience with statistical packages (e.g. SPSS, R) and familiarity with IT applications to support MEAL and information management an added advantage.
-Ability and willingness to undertake travel in the country
-Strong commitment to the aims and objectives of Oxfam, including strong commitment to
gender equality and social justice
