The CRS JWBG country program currently supports programs in the sectors of humanitarian relief, livelihoods, civil society strengthening, and social justice promotion through its offices in Jerusalem, Gaza and Bethlehem. In the West Bank, CRS is currently implementing Strengthening Herders’ Resilience, a four-year agricultural livelihoods project funded by the German Federal Ministry for Economic Cooperation and Development (BMZ).
Job Summary
As a member of the Strengthening Herders’ Resilience project team, the Field Officer will monitor and report on project activities in support of Catholic Relief Services’ (CRS) work serving the poor and vulnerable. Your thorough and service-oriented approach to monitoring, evaluation, accountability, and learning (MEAL) will ensure that the project consistently applies best practices in MEAL and constantly work towards improving the impact of the project for the people we serve.
Roles and Key Responsibilities
• Carry out MEAL-related activities at the field level, collecting data regularly as per the detailed activity plan, and that adherence to MEAL-related systems for quality project implementation are strengthened.
• Under the guidance of the MEAL Project Officer, coordinate communication and facilitate MEAL-related information sharing among the project team and project participants at the community level.
• Assist with the roll-out and implementation of the project’s feedback and response mechanism (FRM). Support actively seeking and responding to feedback from all members of targeted communities and other stakeholders as defined by the FRM.
• Liaise with various community stakeholders and mobilize them to ensure full involvement of community leaders, community representatives, and local government representatives in the overall implementation and improvement of project MEAL activities.
• Support the development of MEAL tools, translation and assurance of quality data collection.
• Coordinate, monitor, and report on project data (quantitative and qualitative) collection activities.
• Collect, compile and archive data collected at the community level as per project requirements and contribute to the analysis and preparation of MEAL reports.
• Supports the use of Information, Communication and Technology for Development (ICT4D) to support MEAL activities.
• Contribute to program learning by posing thoughtful questions, reflecting upon and sharing with project management the information gathered from community members and partners.

Typical Background, Experience & Requirements:
Education and Experience
• Bachelor’s degree in relevant field
• 1-3 years of work and experience in a relevant field.
• Experience in collecting and analyzing quantitative and qualitative data.
• Experience in database development/management.
• Confident user of MS Windows and MS Office packages (Excel, Word, PowerPoint), knowledge and use of other database, data analysis and/or data visualization tools preferred.

• Good interpersonal skills and the ability to interact effectively with diverse groups

Required/Desired Foreign Language: Fluent Arabic and English language skills are required.
Travel Required
The position is based in Bethlehem, with approximately 50% travel to project sites across Hebron and Bethlehem Governorates. Other travel within the West Bank may also be required.
Key Working Relationships:
Supervisory: Support the supervision of enumerators
Internal: Program Manager, West Bank project team, Head of Programs, Regional Technical Advisor for MEAL.
External: Community members, MoA staff, other local stakeholders, technical staff from peer agencies
