Position: Monitoring, Evaluation, Accountability and Learning (MEAL) Manager

Location : Ramallah

Reports to: Director of Operations

 Duration: one year with possibility of extension

:Summery 

The MEAL Manager is tasked with leading effective, innovative, evidence-based, and quality program information, knowledge management, and accountability systems to foster learning. This includes ensuring the production and appropriate utilization of materials for internal and external communications to various stakeholders, as well as consistently measuring impact. The MEAL Manager will also bring significant experience and novel ideas to spearhead MEAL system development and implementation, review and evaluations, MEAL budgeting, recruitment support, and assistance in proposal writing and log frame development. The individual in this role will ensure that all Relief International and Partner projects receive support to guarantee the quality, effectiveness, and appropriateness of their programs, while also developing national MEAL capacity across the program

Responsibilities and Tasks:

MEAL System Development

  • Lead the development and oversee the implementation of an organizational MEAL, ensuring accountability to donors and beneficiaries.
  • Advocate for all facets of MEAL to cultivate an organizational culture that prioritizes quality programming, program accountability, and evidence-based information.
  • Cultivate strong relationships with colleagues and provide necessary support to ensure understanding and support for the MEAL system at field and country office levels.
  • Collaborate closely with program teams to integrate MEAL as an essential element of project implementation, leading to enhanced quality, accountability, and impact.
  • Ensure that MEAL is incorporated into the program design stage and featured in all proposal development.
  • Include MEAL resources in proposal development and explore diverse funding sources to integrate MEAL into emergency and development programs sustainably.
  • Develop accessible knowledge management and learning mechanisms, processes, and tools that support organizational decision-making.
  • Lead relevant PCRF research initiatives as needed.

 Internal Reporting

  • Ensure timely delivery of all internal M&E requirements with high-quality information to support program reporting as per donor contractual requirements.
  • Identify and introduce new elements (systems, tools, processes) required under the MEAL system and project management/development by MEAL team members.
  • Receive regular field monitoring and accountability reports from MEAL field team leads, circulate them to relevant stakeholders in the country office teams, ensure inclusion of action plans, and follow up; ensure SMT reviews reports regularly.
  • Staff Management and Capacity Development
  • Foster a cohesive team identity within the organization and promote cohesion among team members working in different geographic areas.
  • Manage the MEAL team to ensure effective operation of the MEAL system with the necessary support and resources; establish clear links and reporting lines between field and country office levels and between MEAL and other program departments.
  • Support MEAL team progress on specific projects, provide management oversight on progress, and facilitate problem-solving in case of challenges.
  • Define expectations, provide leadership, and offer technical support as needed so that MEAL staff can fulfill their roles effectively.
  • Manage the performance of direct reports in the MEAL unit through performance management, coaching, mentoring, training, and development.
  • Develop and manage a MEAL training program in collaboration with HR at the organizational level, aiming to increase capacity and awareness of MEAL for all related staff and to develop national MEAL capacity; assess training needs and engage MEAL team staff to implement the training program.
  • Promotion of Learning for Strategic Development and Decision-Making
  • Ensure that aggregated data and findings from across thematic and operational regions form a coherent basis for evidence-based analysis, learning, and strategy development for the entire organization.
  • Lead efforts to monitor and improve the synergy and integration of thematic programs to enhance delivery of outstanding results for targeted communities.
  • Communicate top-level learning/analysis reports and monitoring data to enable management to make informed decisions in a timely manner to scale up and address operational challenges.

External Reporting and Representation

  • Ensure external accountability to donors through timely and quality MEAL activities leading to accurate reporting.
  • Ensure production of high-quality analysis reports to illustrate Relief International’s impact and assessment findings, including evidence of good practice and replicable programs, and communicate them at appropriate events.
  • Represent PCRF at relevant donor, inter-NGO, and government level meetings at the field level (related to MEAL) to enhance inter-agency best practices sharing and learning.

Job Requirements

Qualifications & Requirements: This role requires a dynamic individual with a proven ability to achieve results in a demanding conflict setting and fast-paced environment, preferably in health & nutrition and emergency aid sectors.

  • Bachelor's degree in human and social sciences or another related field.
  •  5 -7 years of experience in MEAL systems required.
  • Experience in NGOs or INGOs.
  • Excellent communication and interpersonal skills, with the ability to effectively engage with diverse stakeholders, including beneficiaries, donors, and partners.
  • English and Arabic fluency.

  • Good relationship management skills and the ability to work closely with local partners and community members.
