CONTEXT AND BACKGROUND
Secours Islamique France (SIF) is a Non-Governmental Organization of international solidarity based in France. Founded in 1991, SIF is a non-profit and non-political organization that intends to help, to bring relief and to protect the lives of those threatened by natural disasters, armed conflicts or by economic collapse. SIF provides its help in respect of the cultural diversity, without any distinction of origin, religion or gender. SIF Palestine Mission was established in 2008 and since then, it has set up many concrete activities in order to help in a large scale and developed a comprehensive knowledge of the local context and understanding of local needs.
ROLE IN THE ORGANIZATION
The MEAL Manager is a member of the mission coordination team. He supports the Head of Mission and the Program Coordinator throughout the project cycle with particular technical support on MEAL aspects. He will contribute in particular to strengthening the quality of SIF WB interventions through the development, implementation and supervision of innovative methodologies, adapted to the needs of the projects.
The role of the MEAL Manager is to establish and implement systems to promote evidence-based decision-making and to ensure harmonized MEAL practices across program teams at the mission level. The position holder will support the design of standardized MEAL processes and tools in coordination with other departments. This will involve in: creating, developing, and supporting program teams to use MEAL systems to collect, aggregate and analyse data; and play a key role in ensuring that the reporting needs of key stakeholders are met.
SPECIFIC TASKS
Ensure the strengthening of MEAL aspects on the mission
- Ensure compliance with SIF policies, guidance, and procedures regarding MEAL.
- Lead the development of MEAL systems, including procedures, guidelines methods and tools of the mission in connection with the methodology and quality division at headquarters.
- Participate in project design and program development, ensuring the integration of MEAL resources into budgeting.
- Meet with local and international partners to participate in other M&E initiatives and develop innovative and mission-adapted methodologies.
- Participate in the development, revision or writing of the Mission’s programmatic strategy and mission action plans, by advising management on MEAL solutions/options in the design of staffing, resourcing and budgeting.
- Develop Mission MEAL Standard Operation Procedures and train relevant staff on them.
- Participate in the Child Safeguarding risks analysis
- Report performed activities and achievements to line supervisor.
- Contribute to the development of MEAL tools including data collection instruments in order to inform SIF strategic indicators.
Supporting the development and quality enhancement of program/projects
- Participate in programs design and projects proposal building, including theory of change development, narrative definition, logical framework design, and indicators definition.
- Support the program teams in planning and executing needs assessments, including, data collection methodologies and tools, data management, analysis and use, as well as reporting.
- Support the, dissemination and use of evaluations and assessments, and also of monitoring data in program development, adjustment, or review.
- Ensure that cross-cutting issues are implemented and reflected in programs with special focus on protection mainstreaming, gender, governance and child safeguarding.
- Support the implementation, dissemination and use of outputs (evaluation, headquarters recommendations, monitoring data, etc.) for the development, adjustment and review of projects.
Support the implementation of project monitoring and evaluation system
- Ensure the planning and execution of MEAL activities, ensuring that the M&E plan is developed for each project and adhered to (using the PMP tool).
- Support program teams in organization of initial kick-off meetings for each project
- Support in beneficiary selection process, by supporting the definition of selection criteria and developing appropriate tools.
- Lead and supervise the planning and execution of internal project specific assessments (initial and final evaluations, baseline, midline, endline, and other pertinent studies) for each projects including data collection methodologies and tools, data management, analysis and use as well as reporting.
- Lead and/or facilitate external project evaluations.
- Support the program teams for the completion and regular reviews of the monitoring part of the PMP
- Ensure program monitoring data is collected in timely manner and is reliable and valid.
- Support programs in data collection, analysis and reporting.
- Support programs in analysis of indicators and beneficiary data.
- Ensure project quality providing support to program team through field visits.
- Contribute to the development of analysis and periodic project reports (monthly, quarterly, annual) by ensuring compliance with SIF and/or donor formats as well as deadlines.
- Participate in other MEAL and communications initiatives as needed.
Ensure the management of human resources under his/her responsibility (if MEAL officer present on the mission)
- Lead weekly and monthly meetings with his/her team.
- Act as an interface between his/her team and the Program Team.
- Participate in the analysis of the mission's needs in terms of human resources.
- Recruit, in conjunction with the administration/HR services, the Mission's MEAL staff if necessary.
- Write and update the job descriptions of the staff under his/her responsibility.
- Identify the training needs of the MEAL team and make proposals to the Head of Mission.
- Ensure the circulation of information to the staff under his/her responsibility.
- Carry out the monitoring of his/her team and the annual individual evaluations.
Contribute to the training and technical support on MEAL aspects
- Capacity building and training of program and support staff as well as of partner organizations on MEAL technical and conceptual areas.
- Capacity building of MEAL team if necessary
Developing mission accountability systems
- Adhere to SIF policies, guidance, and procedures.
- Ensure the development, implementation and periodic review of the mission’s feedback and complaints management mechanism.
- Ensure that feedback and complaints are collected from affected populations (including children) and other stakeholders adequately, and ensure that their recording, processing and response are carried out in a timely manner, appropriately and in compliance with SIF policies and procedures.
- Contribute to the implementation of the Child safeguarding policies
- Contribute to ensuring that all persons working for or on behalf of SIF integrate child safeguarding related measures into all mission processes, procedures and documents (e.g. programme, operations, HR, ICT, etc.);
- Ensure monitoring and evaluation of Child Safeguarding Policy implementation across programs
- Ensure the transmission of necessary information to affected populations (including children) and other stakeholders
- Organize awareness-raising on relevant SERA aspects among affected populations (including children) and other stakeholders
- Ensure that our interventions respect the principles of accountability
- Ensure the participation of affected populations (including children) and other stakeholders in the development and implementation of our interventions
Developing mission learning systems
- Ensure all information is centrally held, accurate and available including that held in databases and guide and support the development of appropriate data management systems.
- Support Programs in organization of lessons learnt or action review workshops.
- Develop learning processes and tools adapted to the needs of the mission.
- Lead and supervise the planning and execution of capitalization exercises for each projects, including data collection methodologies and tools, data management, analysis and use, as well as reporting.
- Lead and/or facilitate external project learning exercises.
- Contribute to organizational learning through supporting specific analysis, lessons learned, and reports.
- Ensure effective knowledge sharing within the mission.
- Provide timely information to country management team about risks related to the projects and share recommendations with the program team and partners based on available data analysis.
- Ensure SIF reports timely relevant data to partners and within country coordination mechanisms.
The list of missions is evolving according to the needs of the organization, non-exhaustive and non-limiting. The employee may be required to carry out other missions related to his qualification. The SIF being an association with limited resources, versatility and flexibility are necessary in order to overcome any temporary and exceptional difficulty. The management can thus ask any employee to carry out tasks outside of this job description and corresponding to your qualification or to be available during campaign periods, outside the hours and/or working days of the employment contract, in strict compliance with the legislation in force.

QUALIFICATIONS AND EXPERIENCES
- - A bachelor’s degree in economics, Political or Social Sciences, Quantitative or Statistical Analysis or other relevant degree;
- - Minimum 5 years of experience relevant in the field of monitoring and evaluation in INGOs;
- - Demonstrated experience in project proposal & report writing;
- - Experience in project cycle management;
- - Demonstrated experience in applied research in quantitative and qualitative fields including excellent command of sampling methods;
- - Experience in working in collaboration with NGOs, government agencies & other stakeholders;
- - Ability to build, manage and motivate teams and individuals to achieve set objectives and targets;
- - Experience in and commitment to participatory management and maintaining a supportive, open environment to ensure the transferring of knowledge & development of all staff;
- - Excellent written and spoken English, French is desirable;
- - Computer skills (MS Package), knowledge of statistical software and/or qualitative data management software will be an advantage;
- - Experience with data collection software (ODK, Kobo Collect);
- - Excellent communication and interpersonal skills;
- - Ability to travel frequently and under the particular travel requirements of the assignment.
