BACKGROUND:

Catholic Relief Services is the international humanitarian relief and development agency of the Catholic
community in the United States and has been present in the Jerusalem, West Bank, and Gaza since
1961. The CRS JWBG country program currently supports programs in the sectors of humanitarian
relief, social justice promotion, livelihoods, and civil society strengthening. CRS’s main office is in

Job Summary:

As a member of the Strengthening Herders’ Resilience project team, you will monitor and report on all
project activities in support of Catholic Relief Services’ (CRS) work serving the poor and vulnerable.
Your thorough and service‐oriented approach will ensure that the project consistently applies best
practices and constantly works towards improving the impact of its benefits to those we serve.

Job Responsibilities:

 Support compliance with agency and donor MEAL requirements
 Provides input to MEAL system design and review discussions
 Supports the development of MEAL tools, and supervises quality data collection
 Supports the use of ICT4D to advance MEAL objectives
 Ensures effective data management systems are in place and maintained
 Leads quantitative and qualitative data analyses and reflective discussions on ongoing
monitoring data
 Contributes initial findings and field‐based insights to project discussions
 Fosters respectful relationships with community members and stakeholders
 Promotes honesty and integrity in work of MEAL enumerators
 Implements activities according to MEAL DIP
 Champions accountability to targeted populations, supporting the use of the West Bank
Feedback and Response Mechanism
 Supports the capacity development of CRS and partner staff in MEAL competencies by providing
coaching, accompaniment, and training
 Supports project evaluations and reviews as required

Job Requirements

Typical Background, Experience & Requirements:

Education and Experience

 Bachelor’s degree in relevant field
 3‐5 years of work experience relevant to job responsibilities. Experience in the field of Livestock
or Agriculture, and for an NGO would be a plus
 Additional education may substitute for some experience
 Strong conceptual knowledge about results frameworks and logic models
 Experience with designing and facilitating MEAL meeting and events, such as data analysis and
interpretation workshops
 Experience in MEAL capacity strengthening, including facilitating training
 Experience in database development/management
 Confident user of MS Windows and MS Office packages (Excel, Word, PowerPoint), knowledge
and use of other statistical packages is a plus.

 Observation, active listening and analysis skills with ability to make sound judgment
 Good relationship management skills and the ability to work closely with local partners and
community members
 Attention to details, accuracy and timeliness in executing assigned responsibilities
 Proactive, results‐oriented and service‐oriented
Required/Desired Foreign Language
Fluent Arabic and English language skills are required.
Travel Required
The position is based in Bethlehem, with approximately 50% travel to project sites across Hebron and
Bethlehem Governorates. Other travel within the West Bank may also be required.

Key Working Relationships:
Supervisory: Oversight to field enumerators.

Internal: Project Manager; Project Officer, Assistant Project Officer, Head of Program, Regional
Technical Advisor for MEAL.

External: Community members, partner staff, other local stakeholders, MEAL staff from other peer
agencies.
