Founded in 1993, Médecins du Monde Switzerland is a medical association of international solidarity that is part of the Médecins du Monde network. We provide sustainable access to health care for people in vulnerable situations in Switzerland and around the world.
MdM Switzerland, has been working in the occupied Palestinian territory (oPt) since 1994 in the sector of Mental Health and Psychosocial Support (MHPSS), implementing emergency and development interventions, focusing on victim of occupation-related violence, children and detention, suicide prevention and management, strengthen of access to mental health cares at national and community level, and advocacy initiative.
MAIN OBJECTIVES:
- Ensure the implementation of the Monitoring, Evaluation, Accountability and Learning (M.E.A.L) framework for the organization’s projects
- Contribute to the design and implementation of related core M&E research and development activities of Médecins du Monde
POSITION IN THE ORGANIGRAM:
Under the direct supervision of the program coordinator
FUNCTIONS
Main responsibilities and activities of the MEAL Officer can change according to the organization of the work and to the composition of the team.
- Programming, management & development
- Develops a M.E.A.L system, including designing a framework for the monitoring, evaluation, accountability and Learning of Medecins du Monde project activities and defining methodologies for collecting data that will be used for monitoring the effective implementation of the MdM projects
- Works closely with all MdM and implementing partner/s teams to ensure timely and accurate collection of data required for regular updating of the relevant indicators including the ones that will be used to assess the progress of implementation of the MdM programs
- Conducts on a regular basis an internal monitoring and evaluation of results and impact of the projects, and preparing reports that report on implementation progress, including implementation problems (if any), and making recommendations for corrective action
- Provide on-time periodic reports according to MdM Switzerland and donor’s templates.
- Keep and improve the current data collection system according to MdM Switzerland and donor’s templates.
- Contribute to organizing and facilitating learning events in order to capture best practices and lessons learnt when a project closes or as required;
- Collect, document and share the lessons learnt and best practices on time and ensure that the knowledge gained contributes to the improvement of projects and influence the strategic development of future projects and activities.
- Record all complaints and suggestions received while in the field and propose adjustments on the projects to improve their quality.
- Participate in capitalization work
- Contribute to writing project proposals
- Participate in advocacy work
- Depending on the configuration of the mission, supervise the team (plan and monitor activities, recruitment, discipline, training, etc.)
- Reporting
- Participate in the redaction of the project’s reports for the different donors in accordance with their guidelines.
- Report to the Program Coordinator on a regular basis.
- Security
- Participation in the security meetings and respect of the security rules set up according to the context.

SKILLS AND KNOWLEDGE:
- Demonstrated skill in training and MEAL capacity development of field staff.
- Good command of Microsoft Office, Open Data Kit (ODK) or similar.
- Competences in Kobo and other data collection tool
- Competence in statistics software packages as EPI-info and SPSS will be an asset, or familiar with code languages as R or Python.
- Competence in Geographic Information Systems will be an asset.
- Ability to seek, collect, clean and critically analyse data and information needed to achieve the tasks
- Willingness to travel regularly to the filed according to the requirements of the job
- Professional proficiency in Arabic and English is mandatory

- Ability to conduct training and to transmit knowledge and know-how.
- Ability to work in a team and independently.
QUALIFICATIONS AND EXPERIENCES:
- Minimum 3-year degree in data science, statistics, social sciences, or humanitarian/development project management
- At least 2-3 years of experience in similar positions
- Experience or background in epidemiology, public health, health information management or a related discipline
- Experience in quantitative and qualitative data collection including survey design, implementation and analysis
- Experience in an international organization or NGO in the field of international development or humanitarian action.
- Experience in monitoring and evaluation, conducting surveys and managing databases.
- Experience working with MHPSS and gender-based violence would be an asset.
- Good knowledge and experience in project management cycle.
CONDITIONS:
- The position is based in Bethlehem.
- Contract Duration: 6 months can be renewable.
- Working Hours: Standard office working hours from Sunday to Thursday.
