MEAL Specialist
Job Summary: Dalia Association is seeking a highly motivated and experienced Monitoring Evaluation, Accountability and Learning Specialist to join the team. The successful candidate will be responsible for designing, implementing, and managing the MEAL system in collaboration with the staff and stakeholders to ensure effective program evaluation and impact assessment.
Key Responsibilities:
- Develop and implement a comprehensive Monitoring, Evaluation, Accountability and learning framework and plans for Dalia’s and the Programs.
- Development of indicators, measurement plans in addition to define the baseline, midterms and final evaluations.
- Design and manage data collection methodologies, processing of the results, data storage and reporting through data checking and audits
- Undertake field monitoring visits to the implementation locations and ensure the quality and accuracy of collected data and programs evaluations, learnings, and impact
- Conduct data audits and analysis to ensure high quality data, and compile a report with relevant indicator data showing targets versus actuals and an action plan and send this to the project officer
- Prepare and present reports to stakeholders and partners highlighting key findings and recommendations.
- Support the efficient and effective delivery of reporting to partners, stakeholders and management and establish a reporting timetable and deadlines for the operation and monitor the timetable to ensure agreed deadlines have been met
- Collect and document success stories and impact results
- Collaborate with program staff to integrate M&E into project planning and implementation.
- Provide training and capacity development to project staff on MEAL processes and policies
- Highlight and assess the internal culture and staff needs and potential capacity development

- Bachelor’s or Master’s degree in Relevant field, e.g., Monitoring and Evaluation, Statistics, Development Studies…etc.
- Minimum of 3 years proven experience developing and implementation of MEL plans, activities and frameworks.
- Knowledge of using analytical tools including but not limited to SPSS.
- Proven Strong presentation, communication, and writing skills
- A strong working knowledge related to community philanthropy and advocacy programs.
- Strong knowledge of the major evaluation methodologies (qualitative, quantitative, mixed methods, and impact) in addition to data collection and analysis methodologies.
- Good Command of English level (writing, speaking, reading), fluent Arabic
- Proficiency with Microsoft Office (Word, Excel, PowerPoint).
