Médecins du Monde (MdM) France is an international medical organization, which has been present in the Palestinian territory since 1995. It operates in the Gaza Strip and the West Bank (WB) through offices located in Jerusalem, Bir Zeit, and Nablus.

MdM is currently looking for a qualified candidate to fill the position of Meal Officer based in Nablus.

MAIN OBJECTIVE

Responsible for the implementation of the Monitoring, Evaluation, Accountability and Learning (M.E.A.L) framework for the MdM projects and contributing to the design and implementation of related core M&E research and development activities of MdM. 

SPECIFIC OBJECTIVES

Collaborating with the MEAL department towards the implementation of the M.E.A.L system at base level including applying the framework and refining the methodologies for collecting data that will be used for monitoring the effective implementation of all MdM projects.

Working closely with all MdM and implementing partner/s teams to ensure timely and accurate collection of data required for regular updating of the relevant Indicators including the ones set out in the Delegation Agreement that will be used to assess the progress of implementation of the MdM programs.

Conducting on a regular basis an internal monitoring and evaluation of results and impact of the projects, and preparing reports that report on implementation progress, including implementation problems (if any), and making recommendations for corrective action.

TASKS AND RESPONSIBILITIES

Main responsibilities and activities of the MEAL Officer can change according to the organization of the work and to the composition of the team.

  • Programming, Monitoring, Evaluation, Accountability and Learning (MEAL)
  • Support in the design, update, implementation and follow-up of Monitoring and Evaluation plans and Sources of Verification (SoV).
  • Ensure Quantitative and Qualitative data collection using MdM monitoring and evaluation tools (Monitool), and ensure the data is archived in a systematic and confidential way.
  • Support MdM and Local partner medical and mental health teams to implement the necessary tools and follow-up systems for data collection and monitoring of activities and project indicators in collaboration with technical leads
  • When possible conduct regular monitoring visits and share findings and analysis with the relevant colleagues.
  • Ensure data compilation and guarantee timely and accurate information.
  • With the support of the thematic technical managers, verify the accuracy of provided information (number of consultations, morbidity, etc.).
  • Monitor the indicators, analysis and interpretation of data, proposition of adjustments if needed.
  • Implement and manage accountability mechanisms in line with MDM client satisfaction and accountability frameworks, in a transparent and robust manner
  • Ensure that beneficiary feedback is adequately captured, analysed, and utilized by the program team.
  • Participate regularly in monitoring meetings, program review sessions and disseminate programme quality report.
  • Support the coordination team and the thematic managers in ensuring the quality of the internal technical performance and in developing technical capacity building plans for the team.
  • Support the local partner M&E officer and thematic managers in developing and implementing the local partner MEAL plans.
  • Accurately archive MEAL tools, data and analysis in an organized manner within a shared archiving/filing system.
  • Capacity building of MDM and local partner staff on using MdM monitoring and evaluation tools (Monitool) and data collection and satisfaction methods.

Reporting, follow up and monitoring:

  • Contribute to the development of timely high-quality reports for donors in collaboration with Field coordinator, technical leads and local partner’s managers and ensure quality timely submission of reports to the country coordination team.
  • Work closely with the technical program management team of MdM and local partners to ensure data collection, analysis and management procedures are in line with the MEAL framework, in order to prepare data for reporting requirements in timely manner.
  • Contribute to the regular internal/external program progress reports and tracking against key indicators including the provision of infographic fact sheets, technical SITREPs etc Generating summaries for database analysis when required (graphs, tables, reports)
  • Contribute to the development of timely donor progress reports against targets set in the proposal/s on ad hoc, quarterly annual basis at the direction of SMT
  • Synthesize and analyse data for summary and thematic reports on MEAL findings.
  • Contribute to the internal and consortium monthly reporting and ensure contribution from all relevant teams.
  • Collect, compile and share weekly reports with the relevant Clusters in coordination with technical lead
  • Contribute in drafting proposals and reports to donors with the direction and support of technical departments ensuring consistency accuracy and quality
  • Work in close collaboration with Log and Admin managers to ensure coherence between budget and narrative.

  • Maintain good socio-professional relationships with national and international partners.
  • Attend team meetings and to give qualitative input.
  • If necessary, prepare emergency plans with the MdM-F team to adjust MdM-F activities and medical resources to the needs.
  • Take part in advocacy and communication activities under the supervision of his/her supervisor.
  • Perform other additional duties on request of the Field Coordinator, thematic managers or Medical Coordinator.

REQUIRED SKILLS AND COMPETENCES 

Education:

  • Mandatory: Degree in data science, statistics, social science, engineering, or any other related field.
  • Desirable: Specialized certification or advanced degree in MEAL, epidemiology, public health, or health information management.

Experience:

  • Mandatory: a minimum of 2 years of work experience in quantitative and qualitative data collection including survey and Focus Group Discussions (FGD) design, implementation and analysis.
  • Mandatory: At least two years’ experience in working in I/NGOs or related fields such as public health sector.
  • Mandatory: Demonstrated skill in training and MEAL capacity building of field staff.
  • Desirable: Experience in epidemiology, public health, health information management.

Languages:

  • Mandatory: Strong communication skills in English and Arabic (both written and spoken).

Computer Skills:

  • Mandatory: Proficiency in Microsoft Office (Word, Excel, PowerPoint), PowerBi and Kobo Toolbox.
  • Desirable: Experience with statistical software (SPSS) or coding languages (R, Python).
  • Desirable: Competence in Geographic Information Systems (GIS).

Soft Skills:

  • Strong organizational, interpersonal and communication skills.
  • Ability to work independently.

Willingness to travel regularly to the field when security conditions allow, under the direction of the Field Coordinator.
