MEAL officer - Northern Gaza
- Perform monitoring of activities in the locations where project activities are implemented as per MEAL plan and ad-hoc requests of Program Department
- Design Tools and perform post-completion monitoring/evaluation in the locations where project activities are implemented as per MEAL plan, to measure impact of AAH intervention.
- Provide reports on monitoring activities monitored / evaluated, systematically documenting best practices, grey areas, conclusions, and recommendations
- Feed MEAL Management and staff with successes observed and challenges, lessons learnt and recommendations on best practices
- Work with MEAL staff to ensure documentation through different mediums (pictures, stories, leaflets, posters etc.) following system in place.
- Review and clean data reported by field monitors before further sharing with AAH MEAL manager and relevant staff.
- Support Head of Project MEAL in training other team members on M& E tools and skills as appropriate including needs analysis of team.
- Conduct regular field visits as key task of the MEAL unit to all running activities and develop the required field reports.
- Integrate protection and gender perspectives in all areas of work, to ensure equal participation of women, men, boys and girls, and people with disabilities in data collection processes.
- Plan with the Head of Unit and other MEAL team the needed field visits on a weekly basis
- Make the necessary arrangements before the field visits: study the area (secondary sources analysis, follow-up access with facilitation letters, arrange meetings and discussions with key informants/partners, etc.)
- Follow up proactively with program, technical and logistic teams to ensure MEAL movement plan is submitted and approved on weekly basis.
- Coordinate with Heads of Project to plan field visits based on project work-plan, MEAL Plan, taking into consideration donors’ requirements and con-text changes
- Provide monitoring reports and suggest corrective measurements as needed based on the field visits and data collected.
- Support MEAL Manager in developing the information materials for complaint and feedback mechanisms.
- Support MEAL Manager in training staff on internal feedback guidelines and relevant Protocols.
- Utilize the AAH oPt Beneficiary Feedback Mechanism by receiving and filing complaints based on the pre-established protocols, including reporting to the Capital Office on a monthly basis together with the MEAL/AAP assistant.
- Keep complaints records confidential and only accessible to relevant staff according to the internal feedback mechanism guidelines.

Present the MEAL content and data during the kick-off meeting.

Conduct a routine meeting with the project team to receive updates on the implementation status and ensure the MEAL activities are on track and necessary information is generated; share the information with the rest of the department.

Prepare regular monitoring reports including ongoing data analysis with status of implementation progress.

Prepare Focus Group Discussion and other qualitative reports (i.e. Utilizing the Most Significant Change methodology)

Support the line manager in drafting assessment / survey reports

Participate in the preparation of Indicators & Beneficiaries Progress Report (IBPR) and International Strategic Plan (ISP) Indicators.

Participate in preparing the monthly activity progress report in case of line manager’s absence.

- University degree preferred in social sciences, information technology, economics, statistics, international relations, software engineering with professional experience in Monitoring and Evaluation within the humanitarian sector or related field.
- Monitoring and evaluation, IT knowledge is desirable.
- 2 years minimum experience working in MEAL department in humanitarian aid organizations and/or international donors or private sector.
- Demonstrated experience data collection, data analysis (qualitative and quantitative) and reporting skills.
- Demonstratable experience in conducting field level data collection (FGDs, KIIs, KAP surveys, etc.) Strong communication skills to interact with both vulnerable population and key stakeholders.
- High ethical principles. Good communication skills. Strong analytical skills.
- The ability to be flexible and work well under pressure in a fast-paced multi-tasking environment.
- Ability to work as part of a team, interpersonal qualities and diplomacy
- Good in reading, writing and speaking both Arabic and English
- Excellent knowledge of Microsoft office: especially on word processing, spreadsheets, database and analytical software.
- PowerPoint desirable, ODK/Ko-Bo smart data collection tools are a plus.
- Residency must be in the Northern governorates (Gaza city or Gaza north).
