The Opportunity – MEAL/PRIME officer

Contract Duration and Level of Effort: 12 Months
ROLE PURPOSE:
The PMM PRIME officer will be the person responsible for supporting and developing the usage of PRIME in deployment of the system in the CO.
This consists in:
- Contributing to PMM uptake with training and monitoring support, overseeing the completion of action plans and PMM compliance.
- Supporting PRIME to become a key enabler of program development and management.
- Implementing the strategies around system adoption, jointly with the Programme Operations function.
PMM is SCI standard Project Management Methodology; PRIME (Project Reporting, Information, Monitoring and Evaluation) is the new project management system that will be deployed in all SCI COs in 2022/2024.
PMM was deployed in 2020-2021 and COs continue to implement the new procedures and tools via the quarterly submission of action plans. Regular training courses and a PMM Community of Practice is established in each Region to re-enforce learning and to share best practice
This role will also contribute to the continuous improvement initiatives of the PRIME solution, based on user feedback.
S/he is a member of the MEAL team in the CO.
SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:
- Ensure the full functionality of the PRIME with the oPt program.
- Support the alignment between the CO MEAL system and the PRIME.
- Liaise with the local IT company and the centre PRIME team to connect the two systems together.
- Scale up the CO MEAL system and support the customization for our local partners as part of the true capacity building.
- Train the partner organizations on the customized system.
- Scale up some functionalities of the current MEAL system such as OCA/OCDs.
- Play an active role in gathering, analysing and designing of system improvement and change requests.
- Liaise with software developers to ensure fixes and enhancements meet the needs of the organisation
- Play a leading role in delivering PRIME developments, including user testing and updates to learning materials and roll out, in accordance with agreed plans
- Facilitate regular discussions amongst the PRIME focal points across the Save the Children family to ensure consistency in approaches to the using of PRIME, including maintaining data quality.
- Work with Programme Team to support deployment to oPt projects.
- Explain mandatory versus optional elements of PRIME in the context of adoption of the global data model and global reporting frameworks
- Understand and analyse learning needs of PRIME users across the organisation and identify proactive training approaches to meet these.
- Provide system reports and enquiries in accordance with business requirements
- Support the routine collection, analysis and use of evidence, including disaggregation for gender, disability and the most marginalised and deprived, to document impact, innovate and learn what work for children, and inform management, policy and programme solutions. This includes needs and baseline assessments, feasibility studies, evaluations and research.
- Lead use of systems that safely and appropriately ensure accountability to children and communities with whom we work by building trusting and collaborative relationships through information sharing and two-way communication, participation, and feedback and reporting mechanisms.
- Systematically identify, document, share and use learning from Save the Children and others’ work, in order to continuously adapt and improve our programming.
- Explore innovative opportunities to pilot approaches that are new or could expand to further areas of programming.
- Foster innovation by identifying opportunities to pilot new approaches and to upgrade tools, systems and process based on advances in the aid sector.
- Ensure accurate data collection and processing for all regular reporting including internal reports such as the Country Annual Report, the Programme Quality KPIs, categorised emergency sit reps, and “Total Reach”.
- Support MEAL aspects of donor reporting, including review of baseline, mid-term, endline or any other donor/project specific studies.
- Respond to any internal or SC member request for specific information including production of geographic, thematic or programme-specific data.
- Ensure that regularly updated MEAL mechanisms are in place for each project including technical reports and MEAL tracking tools that identify necessary future actions.
- Ensure data quality and accuracy (including for external reporting as needed).
- Work closely with the Programme Ops team to ensure MEAL plays an integral role at every stage of the project lifecycle, leading to enhanced quality, accountability, management and impact.

QUALIFICATIONS
- Master’s degree computer science, management information systems, monitoring, evaluation and learning or equivalent field experience.
EXPERIENCE AND SKILLS
Essential
- Minimum of 3+ years of programming experience development and implementing comprehensive MEAL systems that ensure programme effectiveness and quality.
- Understanding of both emergency and development contexts, with a preference for experience in both contexts.
- Solid IT experience in supporting tool designs and systems.
- Previous experience developing and managing management information systems.
- Experience and knowledge of monitoring systems, including robust and responsible data collection and use.
- Familiar with Save the Children technical sectors (education, child poverty, child protection, health and nutrition)
- Experience and knowledge of evidence generation and learning on what works (and doesn’t work) for children, including designing/commissioning, implementing and applying: needs assessments, baseline studies, evaluations and research, learning workshops and learning agendas.
- Experience and knowledge of systems for accountability to children and communities, including information sharing, participation of adults and children, and feedback and reporting mechanisms. Ability to prepare and facilitate technical MEAL trainings and workshops across countries in the region (including remotely). Direct experience working with communities in participatory activities.
- Skilled at communicating and influencing across relevant teams and offices.
- Strong results orientation, with the ability to challenge existing mindsets.
- Demonstrable analytical and problem solving skills.
- Experience of solving complex issues through analysis, defining and planning a clear way forward and ensuring buy-in.
- Ability to present complex information in a clear and concise manner.
- Ability and willingness to be flexible and accommodating in difficult and sometimes insecure contexts, including flexibility to work with incoming emergency response teams.
- Proficiency in relevant data collection and analysis software.
- Strong remote-working abilities and self-motivated.
- Willingness to travel to field sites.
- Proficient in speaking and writing English.
