The CRS’ COVID-19 Emergency Response project works to mitigate the spread and impact of the coronavirus disease 2019 (COVID-19) pandemic in the West Bank and Gaza. Under this project, CRS supports healthcare facilities (HCFs) to maintain essential health services throughout the pandemic by building staff capacity and addressing critical gaps in supplies and to engage meaningfully with vulnerable people about how to protect themselves from COVID-19.
Job Summary
As a key member of the COVID-19 emergency response project team, you will facilitate the achievement of project objectives through coordinating and reporting on all project MEAL activities and providing MEAL-related technical guidance and advice to staff and implementing partner(s) advancing Catholic Relief Services’ (CRS) work serving the poor and vulnerable. Your thorough and service-oriented approach to monitoring, evaluation, accountability, and learning (MEAL) will ensure that the project consistently applies best practices in MEAL and constantly works towards improving impact of its benefits to those we serve.
Roles and Key Responsibilities
- Organize the implementation of all assigned project MEAL activities as outlined in the project workplan in-line with CRS program quality principles, standards and MEAL policies, procedures, and practices; donor MEAL requirements, and industry good practices.
- Support accountability through coordinating project evaluation activities and guiding partners in their efforts to reflect on project experiences. Analyze implementation challenges and report any inconsistencies and gaps to inform adjustments to plans and implementation schedules.
- Implement monitoring activities and processes according to the project workplan and MEAL system. Ensure the quality of monitoring data through routine data quality assessments. Support quarterly donor reporting through management of Indicator Tracking Tables in accordance with donor MEAL requirements.
- Manage the implementation of the project’s feedback and complaints response mechanism (FCRM). Support actively seeking and responding to feedback from all members of targeted communities and other stakeholders as defined by the FCRM.
- Support the dissemination of the CRS Safeguarding Policy & Code of Conduct and Ethics to local implementing partners, project beneficiaries, and relevant community members, including mechanisms to safely make report or provide feedback; ensure compliance with this policy and immediately notify supervisor of any concerns.
- Coordinate and oversee MEAL-related working relationships with all local project stakeholders and serve as the liaison between them and the project team to mobilize local actors and promote project activities and impact. Identify and respond to key stakeholders’ information needs in MEAL activities, using a range of appropriate communication methods.
- Ensure timely, project documentation for assigned MEAL activities is complete with all required documents and is filed per agency and donor requirements. Support program learning and decision making by posing thoughtful questions, engaging with project data, reflecting upon and sharing with project management the information gathered from community members and partners.

Job Requirements
Basic Qualifications
- Bachelor’s degree required.
- Minimum of 4 years of work experience required, including at least 2 years experience in MEAL and/or capacity strengthening projects for an NGO.
- Experience monitoring projects and collecting relevant data.
- Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint) required.
Required Languages – English and Arabic fluency required.
Travel
Must be willing and able to travel up to 25%. Most travel will be to partner offices and HCF sites within the West Bank, and to CRS offices in Jerusalem and/or Ramallah. Occasional travel to Gaza is anticipated.

Preferred Qualifications
- Experience with ICT4D platforms (e.g. CommCare and PowerBI) for the collection, analysis, and
visualization of data a plus.
- Experience supporting partners or local organizations in developing project-specific MEAL plans
preferred.
- Experience with inclusive MEAL, participatory assessment processes, and engaging vulnerable groups in MEAL processes preferred.
- Experience leading MEAL Plan development, with an emphasis on learning and adaptive management preferred.
- Experience managing Feedback and Complaints Response Mechanisms preferred.

Supervisory Responsibilities: None.
Key Working Relationships
Internal: The MEAL Project Officer will report to the COVID-19 Emergency Response Project Director, and will work closely with the Project Managers, Technical Advisors, and Project/Field Officers. This position will also communicate regularly with the CRS JWBG MEAL Manager and Head of Programs. As needed, the Project Officer will work with CRS’ Administrative, Finance, Procurement, and Security teams.
External: The Project Officer will serve as a key point of contact for MEAL-related activities under the COVID-19 Emergency Response project. Key relationships include local implementing partners, healthcare facilities, community members, beneficiaries, peers from other NGOs, etc.
