1. Background: 

Medical Aid for Palestinians (MAP) is a UK-registered charity that has been reaching out to the Palestinian communities, striving to deliver health and medical care to those worst affected by conflict, occupation, and displacement. MAP provides immediate medical aid to those in need at times of crisis, while also developing local capacity and skills to ensure the long-term development of the Palestinian healthcare system.  MAP’s vision is of a future in which all Palestinians can access an effective, sustainable, and locally led system of healthcare and the full realization of their rights to health and dignity. 

MAP is launching a mobile clinic project to provide primary health care services for Area C communities.  The target communities suffer from increased demolitions of infrastructure and lack of Israeli-required building permits, which affect the housing conditions, access to water and access to roads, all contributing to the deterioration of their health status.

The mobile clinic is planned to provide the following services:

  • Screening and treatment services
  • Lab tests
  • Medications distribution
  • Patient’s referral to other health service providers
  • Home visits
  • Antenatal cate and family planning
  • Health awareness and education
  • MHPSS

The mobile clinic team will consist of: General Practitioner, Women’s health doctor, village health workers, lab technician, MHPSS specialists and a driver.

2. Objectives:

MAP seeks a medical consultant for one year to oversee the mobile clinic establishment process. This includes recruitment of qualified staff, procurement of supplies, procurement and furnishing of the vehicle, and setting up patient record system. The consultant will also be responsible for the monitoring of the mobile clinic operations and the  management of the team.

3. Scope of Work:

The medical consultant is expected to work with MAP UK for one year on the following:

  • Undertake the recruitment of the mobile clinic staff including developing the job description, determining needed qualifications, shortlisting of candidates, developing exams and interviews questions, and participating in interviews.
  • Develop lists of needed medications, disposables, lab materials and equipment needed for the clinic, and participate in the procurement process.
  • Determining needed lab tests and the required material for collecting samples and testing in the field. In addition to participating in the procurement process for contracting a lab and developing agreement with them.
  • Participating in the procurement process of the patient record system and ensuring that it reflects needed data.
  • Participate in the procurement process for mobile clinic van including developing specifications for furnishing and equipment.
  • Managing the mobile clinic team technically. Including supporting in complicated cases, supervising clinical audit process, checking medical records and ensuring adequate data recording and analysis, as well as dealing with relevant patients’ feedback.
  • Monitoring of the mobile clinic operations in the field and evaluating the team performance. In addition to developing indicators to be included in the log frame to measure the mobile clinic impact.

4. Qualifications:

  • A medical doctor with experience in public health, community health and preferably experience in working in remote communities.
  • Experience in managing medical teams with strong interpersonal and communication skills.
  • Fluent in Arabic and strong verbal and written communication skills in English.
