Medical Team Leader
Contract Duration: 6 months, with the possibility of extension
Duty Station: Gaza Strip /Palestine

This is a full-time position and working hours are from Sunday to Thursday, 08:00 – 16:00.
Given the current emergency in Gaza, flexibility on the part of all PUI staff in this is regard will be appreciated and required.
Première Urgence Internationale is a French non-profit, non-political, non-religious non-governmental international organization (NGO); which has been operational in the Occupied Palestinian Territory since 2002.
PUI is operating in the West Bank, including East Jerusalem and Gaza Strip. The organization is working in different fields such as shelter, Food security and livelihoods, Agriculture, Heritage, Economic recovery and Cultural Heritage.
PUI’s humanitarian and development aid strategy focuses on providing support to populations affected by the coercive environment and subsequent violations of international humanitarian/human rights law in both the West Bank (WB) and the Gaza Strip (GS). It combines several sectors of intervention to prevent the loss of livelihoods and displacement of populations as a consequence of protection threats, addresses the lack of services (Health, Education, WASH), and the lack of access to agricultural lands or job opportunities.
Overall Objective
The Medical Team Leader, supported by the nurse and the MHPSS team, supervises the organization of the health facility, and provides medical care to patients/beneficiaries according to adapted and updated medical knowledge, PUI protocols, values and universal hygiene standards to improve the patients/beneficiaries health conditions.
Under supervision of the Health Project Manager, he/she organizes medical activities for patients in accordance with the complexity of the Gaza Strip context, PUI protocols, and universal hygiene standards, taking into consideration quality and continuity of care. In addition, the Medical Team Leader is a member of PUI team: in that capacity he/she is familiar with the philosophy, polices, goals and objectives of PUI and works collaboratively to achieve them. He/she complies with all Health Facility policies and procedures, as well as patient right state and MoH regulations.
Tasks and Responsibilities
- Provides medical care to patients/beneficiaries
- Follows the screening and referrals for nutrition cases
- Applies medical knowledge and skills to diagnosis and prevention.
- Identifies medical emergency to take care of and/or to refer
- Carries out outpatient consultations with full history taking and clinical examination
- Prescribes the necessary treatment following national and PUI protocols
- Informs the patient and his/her family about the illness and provides appropriate explanations about the treatment
- Identifies needs in Health Education, and delivers it in collaboration with the nurse when necessary
- Refers to partners, when necessary, for secondary health care and malnutrition, non-communicable disease and MHGAP treatment
- Sets up and manages an efficient referral system
- Contributes to the mapping of the partners for referrals
- Identifies health issues that need referrals: secondary health care, malnutrition cases and NCD follow-up when necessary
- Organizes the internal and external referral process of the patient (triage, IMCI, vaccination, FP, ANC, PNC, pharmacy)
- Manages the emergency and electives referral cases according to PUI referral protocol
- Decides the transfer of the patients to the hospital or any partners of reference, in collaboration with the Health Project Manager
- Refers complicated deliveries and complicated pregnancies to adequate services
- Identifies SGBV situations and refers them to appropriate and identified partners
- Identifies MHGAP patients and refers them if possible
- Identifies needs for psychosocial support, in collaboration with the PSS Officer
- Ensures a medical follow-up of quality
- Supervises the daily activities at the health facility
- Responsible of planning the activities, in collaboration with Health Project Manager, to cover the patients’ health needs
- Supervise the health team carrying out medical activities
- Assures compliance with hygiene standards, following PUI protocols
- Supervises the health care infection control and waste management policies and protocols
- Supervises the good practices of medication administration, storage procedures and controlled substance regulations
- Informs Health Project Manager about eventual medical error and monitors the proper functioning of the health facility, equipment or material
- Ensures the waste management protocols are respected
- Ensures all the Infection Prevention and Control procedures are followed
- Supervises the use of medicines and medical equipment
- Makes monthly drugs consumption reports, orders and informs about needs, anticipates shortage
- Participates in the preparation of the necessary equipment for the daily consultations
- Sets up and monitors the pharmacy
- Monitors the quality of the disinfection process of the material and medical equipment
- Monitors the waste management procedures
- Contributes to the reporting and the data collection
- Monitors the medical activities and analyses them according to the context
- Submits weekly and monthly reports
- Participates in the collection and analysis of epidemiological data, checks its validity and reports to the Health Project Manager
- Contributes to the epidemiology data collecting in order to take part in the surveillance
- Maintains and promotes patient confidentiality, and ensures informed consent
- Reports to the Health Project Manager the incidents when they occur
- Assesses and expresses the needs in medication and medical equipment, in collaboration with the nurse
- Achieve a high standard of care for patients in collaboration with the team
- Identifies needs in training among the multidisciplinary team, and ensures sessions when necessary, in order to optimize the quality of care.
- Ensures that all PUI medical protocols are followed and implemented, and checks that precautions are followed at all times, in order to maintain a good Infection Prevention and Control
- Ensures professional confidentiality is respected.
- Identifies needs of health knowledge in the community and contributes to health promotion
- Collaborate with the community health committees, and local partner to strengthen the link between the health facility and the surrounding community
- Manage the team under his/her direct responsibility
- Participates in the assessment of the HR needs
- Manages the staff under his/her supervision; conducts appraisals, etc
- Supervises the performance of the staff under his/her supervision, according to PUI HR policies and procedures, organizes their shifts and rotations.
- Be aware of the security rules in the field at any time and provide feedback to the Health Project Manager.

The candidate must have permanent or temporary residence in southern Gaza Strip, close to PUIs Emergency Guest House in Deir Al-Balah & KhanYounis-Almawasi.

Required Knowledge and Skills
EDUCATION:
- Doctor of Medicine Degree
- License to practice in Gaza
PROFESSIONAL EXPERIENCE: (Humanitarian, International)
- Minimum 1 year experience in PHC and hospitals in relevant position

- Arabic
- English
