Global Communities is seeking a Monitoring, Evaluation, and Learning Advisor for the anticipated USAID Positive Youth Engagement project (PYE) in the West Bank and Gaza. PYE will be a five-year multi-sectoral Youth Activity designed to address the core issues of Palestinian youth development. The PYE activity will reach vulnerable and marginalized youth aged 10-19 at risk of social marginalization in deprived areas where they live by improving education, health, employment, community involvement (reintegration) and other needs as identified through drivers assessments The activity’s goal is to transform vulnerable youth into productive, contributing citizens who are connected to their communities. To achieve this goal, the USAID/WBG Mission and its selected partner will increase opportunities for Palestinian youth to realize their potential and to effectively contribute to social and economic development.

Responsibilities

The Monitoring, Evaluation and Learning (MEL) Advisor will work closely with the COP and USAID. Her/his main functions will be to monitor activity progress and findings to improve activity performance. The MEL Advisor will have a major focus on promoting achieving results in all areas ensuring that responsible staff of key activity results are poised to deliver planned results/deliverables on schedule. The Monitoring, Evaluation and Learning (MEL) Advisor will report to the Chief of Party.

Job Requirements

- Education: Master’s Degree with coursework in fields related to project monitoring, evaluation and adaptation from lessons learned of development activities, such as statistics, international development, anthropology, applied research or field methods.
- Five years of relevant monitoring and evaluation experience, demonstrating increased level of responsibility.
- Proven ability to articulate technical information clearly and effectively to both technical and non-technical audiences.
- Demonstrated experience in successfully translating data and findings into activity recommendations.
-Strong interpersonal, oral and written communication skills.
-Knowledge of USAID PYD M&E Tools and Frameworks preferred.
-Full professional proficiency in spoken and written English is required. Must be able to use the language fluently and accurately, and be able to read all styles and forms on all levels pertinent to professional needs.
-Professional proficiency in spoken and written Modern Standard Arabic is desired, but not required.
