MEL and CLA Manager
Position Location: Hebron, Palestine
Monitoring, Evaluation, and Learning and Collaboration, Learning, and Adapting (CLA) Manager – USAID Non-Revenue Water Management Project (NRWMP)
The USAID NRWMP, implemented by Tetra Tech International Development (International Development Jobs - Tetra Tech) in the West Bank is currently accepting expressions of interest from qualified candidates for a MEL an CLA Manager. This position will be located in the main office in Hebron.
The purpose of this project is to improve Palestinians’ access to safe, reliable, sustainable, and climate resilient water services through: 1) the development and strengthening of the institutional capacity of the Hebron, Halhul, and Dura water utilities for sustainable, reliable, and climate-resilient water delivery service; 2) the implementation of strategic infrastructure works to support the objective of the activity; 3) the design and implementation of innovative solutions to expand the use of smart water management technologies for efficient, timely, and transparent water management; and 4) the design and implementation of innovative measures and public awareness campaigns to promote effective water governance at the utility and foster social behavioral change toward more efficient and responsible water use practices and trends. This is a full-time position based in Hebron with regular travel to Dura and Halhul.
The MEL and CLA Manager will work under the guidance of the Task Order Manager (TOM) to oversee development of the project’s learning agenda and MEL. S/he supports development of the annual implementation plans and manages and implements the activity monitoring, evaluation, and learning plan (AMELP). S/he strategically leads learning and knowledge-sharing activities and adaptive management efforts.
Responsibilities:
* Supervise the M&E Specialist and local firms conducting surveys and studies.
* Provide formal training to partners and other relevant stakeholders on the project’s state of the art MEL systems, policies, procedures, templates, and forms.
* Conduct staff training on such topics as the project’s AMELP indicators, targeting, and data collection methods.
* Assist the TOM with client (USAID), stakeholder, and key decision-maker trainings and presentation on the project’s activities and results.
* Ensure that data from field based activities, grantees, sub-contractors and secondary data are input into an established project database in a timely, effective and efficient process, and are accurate, correct and reliable.
* Conduct on-site monitoring of program activities collecting both qualitative and quantitative data.
* Conduct routine spot checks to ensure data have been accurately collected from program beneficiaries.
* As required, participate in client-directed data quality assessment (DQA) and preparation of report(s).
* Verify program results with supporting documentation, photographs, and success stories (with direct quotes from program beneficiaries).
* Ensure the timely and accurate input of program data into the program’s Management Information System (MIS).
* Assist in the generation of reports, graphics, maps, and other visual tools/aids that support program activities and results.
* Assist in the development of annual implementation plans.
* Assist in providing concise, summarized reporting against indicators for semi-annual and annual progress reports.
* Develop special quick assessments to confirm data or provide contextual information on performance.
* Present/facilitate findings from assessments and learning activities to the service delivery improvement committees.
* Liaise with client M&E teams as guided by the TOM.
* Ensure the uploading of datasets into the USAID Development Data Library.
* Lead the team in internal learning activities throughout the project life cycle.
* Perform other tasks as assigned by the TOM.

Qualifications:
* Bachelor’s degree or higher in statistics, evaluation, or other related disciplines.
* Must have at least seven (7) years of professional experience with MEL for projects of similar size and complexity.
* A demonstrated track record of progressively responsible experience providing leadership to donor projects with similar complexity.
* MEL experience on USAID grants or contracts.
* Proven leadership, organizational, and writing skills.
* Professional fluency in Arabic and proficiency in English is required.
