PROJECT BACKGROUND:
USAID/West Bank and Gaza (WBG) Accountable Local Governance Activity is a four-years project that aims to improve the delivery of essential public services and to promote inclusive and accountable governance. The Activity interventions will improve service delivery, enhance the effectiveness of municipal operations, strengthen local government unit (LGU) fiscal management, and build resilience to shocks and stressors. The Activity will strengthen municipal responsiveness to citizens’ priorities and concerns, enhance civic engagement in local governance with a focus on under-represented and marginalized groups, and help connect LGUs, civil society, and other institutions to improve service delivery and enhance accountable governance.
ROLE PURPOSE:
The MEL and Communication Manager will have primary responsibility to design, supervise and oversee all monitoring, evaluation and communication activities that take place under ALG. She/He will be responsible for ensuring that work plan interventions and activities are met in a timely and efficient manner while ensuring proper progress reporting to the COP and USAID. She/he will be responsible for contributing to strategy discussions, internal and external communication strategies, and technical assistance on MEL, reporting directly to the COP.
Additionally, she/he is responsible in ensuring that all required information is entered into USAID GEO MIS system, DAI GEO system, Trainet, and other databases as required. She/He will keep monitoring the Project’s management and operational plan (OP) indicators so that they are updated with the actual results.
In addition, The MEL and Communications Manager will design and oversee the program’s execution of its communications strategy, its contractually required branding and marking obligations, and lead all contractually required reporting/deliverable efforts. In addition, he/she will oversee the MEL team and MEL reporting/deliverables. She/He will be responsible for developing USAID deliverables. She/He will provide hands on training and capacity building to the ALG communications team. She/He will support the writing or editing of any additional deliverables as assigned by the Chief of Party.

KEY DUTIES AND RESPONSIBILITIES:
- Oversee the implementation of project Performance Management Plan (PMP) in consultation with senior technical and management staff.
- Develop tools and methodologies for gathering baseline data, including gender, youth, environment/climate change, and science/technology.
- Monitor and evaluate progress against targets and report progress to technical leads and suggest ways to incorporate lessons learned and collaborate with technical leads on creating flexible, data-driven activity implementation.
- Oversee collection and upkeep of sound, reliable and timely data entry for collaboration, learning and adaptation (CLA) and maintain visual platforms for reporting, including PowerBI, for informing technical teams for flexible, quick adaptation in implementation.
- Assume primary responsibility for the integrity, quality, and accuracy of all performance monitoring data, reports, and aggregations.
- Supervise the implementation of baseline assessments and ensure data quality standards are adhered to for all data collection.
- Manage, oversee, and, when necessary, modify all project M&E guidelines and Performance Management Plan.
- Manage the collection and archiving of photos of all project sites for use regularly scheduled reports.
- Leads the project’s efforts to develop interesting and compelling visuals (such as photos, info-graphics, etc.) that effectively convey project messages.
- Ensure that all required information is entered into USAID GEO MIS system, Trainet, and other databases as required.
- Manages the development and delivery of all aspects of the ALG communications strategy in close coordination with the Chief of Party, DCOP and other members of the senior management team on the program to ensure that the strategy and activities are directly linked to the objectives of the overall program.
- Facilitates and leads contractual deliverable development, such as the annual workplan, quarterly report, including weekly reports, quarterly report, project briefers, press releases, success stories, annual workplans, special studies/reports, annual reports, and any other requests from the COP or USAID and ensure all ALG deliverables are compliant with USAID branding and marking
- Leads planning and implementation of public and stakeholder program events and communication forums.
- Leads or supports management and coordination of the development of project-wide information campaigns.
- Provide overall support to project activities, specifically in developing all communication mechanisms and forums in close collaboration with the project’s senior management team.
- Manages development of tools (presentation material, talking points, fact sheets, success stories, etc.) for staff to ensure consistency and proper targeting of project message(s).
- Works with senior management and Communications Specialist to conceptualize ideas for project success stories and other similar content, project reports, and other project materials as necessary.
- Manages communications staff to ensure all project materials and reports conform to project branding plan.
- Prepare and review all reports on progress of results indicators, monthly, quarterly, and yearly reports and assist with program evaluation as needed.
- Through data analysis and reporting, develop lessons learned and success stories for dissemination to the project team.
QUALIFICATIONS:
- Bachelor’s Degree in economics, business, engineering or related field, advanced degree is preferred.
- 15 years of experience including eight years supporting international teams in monitoring, evaluation, communication and reporting for USAID and USG projects.
- Experience working with management and technical teams to monitor project progress and impacts on activities to inform program decision making and adaptation.
- Knowledgeable of monitoring and evaluations software and programs to capture and mointer data such as PowerBI.
- Ample experience in quantitative and qualitative data collection, analysis, and reporting; developing, implementing, and managing PMPs; conducting baseline assessments; training staff and stakeholders in M&E systems and data collection methodologies; developing M&E guidelines; and developing tools.
- Excellent writing skills, including the ability to quickly absorb technical information and then using it, create compelling content.
- Experience in development and implementation of communication plans and Branding Implementation and Marking Plans, required.
- Skilled in communication, strategic thinking, and planning.
- Excellent interpersonal and client-management skills.
- Substantial experience with survey design, supervision and analysis.
- Excellent written and verbal skills in both English and Arabic
REPORTING:
The MEL and Communications Manager will report to the Chief of Party, and will directly supervise MEL Specialist, Data Analyst, and Communication Specialist.
