 Statement of Work: MEL Officer- Gaza

Project: West Bank & Gaza SMART Project

Expected start and end date:  January 2022 – end of project

Level of effort: Full-time

Background

Through a package of technical assistance and grants, the Small and Medium Enterprise Assistance for Recovery and Transition (SMART) project aims to rapidly recover the Palestinian small and medium enterprises (SMEs) and put them on a path to revitalization following unprecedented crises, e.g., COVID-19. SMART will help SMEs regain productivity, grow, and expand. It will promote economic growth and self-reliance in the West Bank and Gaza.

Purpose:

The MEL Officer will assist the MEL & Communication Director in all monitoring and evaluation activities on Project as required.

Responsibilities

  1. Assist in the implementation of baseline assessments and ensure data quality standards are adhered to for all data collection.
  2. Assist in managing, overseeing, and, when necessary, modifying all project MEL guidelines and Performance Management Plan.
  3. Assist in designing site visit schedules, coordinated with subcontract, procurement or grant deliverables.
  4. Design and conduct site visits/interviews for data collection and program tracking.
  5. Assist in overseeing the editing and revision of narrative reports after site visits, including sections on recommendations for the improvement and analysis of programmatic progress.
  6. Ensure all GPS information for all project sites is collected and entered into required databases.
  7. Manage the collection and archiving of photos of all project sites for use regularly scheduled reports.
  8. Assist in Liaising with technical teams regarding site visit findings and follow-up to ensure that negative findings have been addressed or corrected.
  9. Assist in monitoring project implementation to ensure that the Project is responding to the people’s needs and the project is achieving the desired goals and objectives.
  10. Prepare reports on progress of results indicators and assist with program evaluation as needed.
  11. Through data analysis and reporting, assist in developing lessons learned and success stories for dissemination to the project team.
  12. Maintain and track indicators in the project’s PMP.
  13. Reflect the project’s activities and intervention on USAID’s database (Geo-MIS, and TraiNet) and DAI’s TAMIS.
  14. Conduct economic analyses and track systemic issues related to policy.
  15. Providing on-demand data reports to DAI and USAID.

Job Requirements

EDUCATION

Bachelor’s Degree in economics or social sciences with quantitative content or other related field.

WORK EXPERIENCE

  • 4 or more years of work experience in M&E.
  • Familiar with TAMIS and TraiNet desired.
  • Excellent analytical and organizational skills.
  • Familiarity with, and understanding of, statistical analysis software such as Excel, Stata, and/or SPS required.
  • Strong computer skills required.
  • Excellent English communication skills including written communications

SKILLS & KNOWLEDGE

  • High level of interpersonal and diplomatic skills required.
  • Previous work experience in Jordan or the Middle East desired.

Reporting

The MEL Officer will report to the MEL & Communication Director.
