Monitoring, Evaluation, and Learning (MEL) Officer

In conjunction with MEL Director, the Monitoring, Evaluation, and Learning (MEL) Officer will contribute to efforts to promote, design, implement, and fulfill gender equality, youth participation, and social inclusion activities across program components. The MEL Officer will support program MEL activities in West Bank and East Jerusalem, track progress on activity indicators, and ensure effective inclusion practices. They will work collaboratively with colleagues and consortium partners.

Your Daily Tasks
- Support program MEL activities in West Bank and Gaza, track progress on activity indicators, and ensure effective inclusion practices.
- Contribute to data collection, analysis, and on-going Collaboration, Learning, and Adaptation approaches in the work and in coordination with the MEL Director.
- Support on going data entry and reporting into IREX various data platforms, ensuring high quality that meets USAID DQA criteria and requirements.
- Ensure monitoring activities are conducted on schedule and participate in evaluations.
- Collaborate with the MEL officer in GS and provide necessary support and guidance as needed.
- Support data analysis, reporting and presentation to different audiences and target groups.
- Maintain full archiving of project data and supporting documentation on SharePoint and other platforms as required.
- Adaptively respond to changes in the operating environment to meet the business needs as required.
- Draft learning & evaluation plans together with project teams and partners to ensure timely, accurate, and thoughtful completion of deliverables.
- Contribute to timely and accurate reporting and other deliverables to USAID.
- Contribute to assessment adaptation, activities, and reporting, as assigned.
- Work collaboratively to support the program to adaptively respond to changes in the operating environment to meet the desired objectives.
- Support a collaborative team approach between and with colleagues, partners, TVET institutions, and other stakeholders to ensure effective programming.
- Communicate information obtained through MEL activities to IREX staff and partners as required.
- Coordinate with partners during all stages of monitoring and evaluation processes and provide guidance where needed.
- Ensure data collection process is functioning in all activity locations to provide quality data within deadlines.
- Contributes to proper budget management and financial spending for program components.
- All Forsah TVET staff will meet high standards of financial management and compliance, including contributing to accurate and timely vetting under MO21.
- Support the establishment, cultivation, and maintaining of relationships with the ecosystem of program stakeholders, including public sector entities, civil society organizations, community-based organizations, and local governments, donors and implementers, program beneficiaries, and others.
- Apply PYD approaches and Do No Harm approaches and address Gender and Disability Inclusion considerations and Environmental considerations in their work.

Your Background & Skills
- Bachelor’s degree in business administration, economics, human rights, social sciences, monitoring and evaluation, or related field.
- Minimum of 3+ years of relevant experience.
- Experience in research or other related professional experience working on donor-funded international development programs, and experience in MEL roles.
- Demonstrated experience with monitoring, evaluation, data analysis and learning best practices, including data collection, measurement, and reporting.
- Experience working with data collection, analysis, and visualization tools.
- Experience conducting research and ability to proficiently articulate findings in English.
- Understanding of the economic, educational, and youth contexts in Palestine.
- Familiarity with best practices in youth programming.
- Demonstrated success in working with educational institutions.
- High-level proficiency in Excel, including use of pivot tables, formulas, and charts, required.
- Strong analytical skills and experience with statistical analysis software required
- Demonstrated knowledge in inclusion and participatory development practices.
- Data collection skills, including determining data sources and design of data collection instruments.
- Excellent command of common data collection, analysis tools, and visualization e.g., excel, Power BI, Visio, power point. Tableau, Google Data Studio, or similar.
- Knowledge and experience of qualitative data analysis approaches, data visualization and presentation.
- Understanding of USG regulations and policies, especially related to MEL and CLA.
- Ability to cultivate relationships and collaborate with a variety of stakeholders including youth, NGOs, donors, the private sector, and community-based institutions.
- Excellent communication, teamwork, and interpersonal skills including conflict resolution abilities.
- Strong representational and organizational skills.
- Commitment to inclusive programming that encourages full participation of individual regardless of gender, disability status, ethnicity, religion, sexual orientation, gender identity or other marginalized status.
- Must be fluent in English and Arabic.
- You must have unrestricted authorization to work in Palestine.
