Overview:
Global Communities is hiring a Monitoring, Evaluation & Learning (MEL) Officer for the USAID West Bank/Gaza Pioneers-Raedat Activity. This five-year $35M program is intended to leverage women's potential to create ripple effects that shift gender-based power relations within the Palestinian community. This Activity will improve institutional frameworks and processes in select sectors to ensure they align with legal requirements and international best practices (both existing and new that might be advanced through implementation) for the inclusion of women. It will also support communities to develop the necessary tools to promote women's inclusion in activities outside the home, build the capacity and confidence of individual women by engaging institutions of higher education and civil society, develop male allies, political structures, and the private sector; and strengthen public awareness and advocacy around women's issues, including gender-based violence (GBV). The MEL officer operates under the guidance of the MEL specialist, who, in turn, is supervised by the Knowledge Management and Reporting Director. The MEL officer is vital in supporting the MEL Specialist to implement MEL and Collaboration, Learning, and Adaptation (CLA) functions. This involves contributing to the design and execution of MEL frameworks, conducting data collection and analysis, and ensuring the integration of CLA principles for continuous improvement.
Responsibilities:
- Assist in the implementation of MEL plans and support the effective implementation of the MEL system, which includes setting targets, collecting and validating data, and generating reports.
- Contribute to the design and development of data collection tools ensuring timely collection, data cleaning, management, analysis, and reporting of valid data meeting USAID's requirements.
- Assist in ensuring accuracy of monitoring data by supervising data collection process.
- Assist in conducting data quality assessments as per USAID guidelines.
- Assist in developing and managing the MEL database system and dashboard to generate management reports using specified templates and desired frequency.
- Assist in onsite and remote field monitoring of the activity's interventions and data collection.
- Lead field visits to project locations to collect data or supervise data collection efforts
- Handle timely and accurate data entry into DIS (USAID Development Information Solution) and DDL (USAID Development Data Library) per USAID and GC policies.
- Assist in applying the CLA approach to design adaptable MEL processes based on evidence for informed decision-making, such as by co-facilitating and assisting in organizing pause and reflect events, preparing reports or conducting data analysis for CLA.
- Facilitate training sessions to contribute to guiding the capacity of staff and CSO partner members in utilizing data collection tools, ensuring data cleaning, conducting thorough analysis, and producing insightful reports.

Qualifications
- Bachelor’s degree in a related discipline (statistics software engineering, computer science, business administration, or economics or related field)
- A minimum of 3 years of relevant experience in designing and implementing monitoring and evaluation systems.
- A good understanding of qualitative & quantitative data collection, validation, analysis, and visualization methods, and database development/management. Familiarity with PowerBI and CommCare platforms for data collection and visualization preferred.
- Familiarity with designing online and offline data collection and analysis.
- Knowledge of USAID contract rules and regulations, specifically MEL requirements, is an added advantage.
- Keen attention to detail for ensuring data accuracy.
- Proficiency in both spoken and written English and Arabic is required.
