Target Hiring Salary: ILS 13,915 per month (before taxes) 

Target Start Date: June 2025 

Position Type: Core position 

Contract Duration: 1 year contract with possibility of renewal based on performance and availability of funding

ROLE SUMMARY: 

The Monitoring, Evaluation and Learning (MEL) Officer reports directly to the Country Director (CD) and receives technical advice and supervision from the relevant MEL Manager – HQ. You will collaborate with staff, at the country office level, but also across the organization, globally.  

This is a mid-management position that supports both Right To Play’s direct implementation and its civil society organization (CSO) partners' interventions. The MEL Officer collaborates closely with the Project Management Team, CSO Team, and technical staff to ensure quality data management, evidence generation, and organizational learning across development and humanitarian contexts. 

 

The primary roles and responsibilities of the MEL Officer are to: 

 

(a) manage and implement Right To Play’s country-level MEL plan, within the RTP global Monitoring and Evaluation (ME) framework and specific to country strategies, needs and contexts;  

(b) coordinate and implement the monitoring of program activities, participants, and outcomes and support the development of program reports;  

(c) support program planning at the country level by conducting appropriate assessments and through the provision of technical assistance;  

(d) support program evaluations; and,  

(e) help the country office utilize the findings in their planning and decision-making.   

 

You will lead the ME system across the country and play an active part in the global Right To Play MEL community by contributing to the organization’s understanding of its program approaches and outcomes. ___________________________________________________________________________________________ 

WHAT YOU’LL DO: 

#1: Data collection related to program progress and program outcomes (35% of Time): 

  • Coordinate and implement regular monitoring of program outcomes by leading outcome studies at least once a year.   
  • Utilize the global monitoring system to track program outputs such as number of trainings conducted and number of program participants. 
  • Coordinate the required preparations for all ME activities by identifying and preparing participants for samples, testing and translating data collection tools and liaising with schools/communities to secure time/space. 
  • Implement qualitative (focus groups, interviews, child observations) and quantitative (surveys) tools to collect data with children, youth, leaders, parents, partners and other stakeholders.   
  • Ensure that data collection tools are conflict-sensitive, gender-responsive, disability-inclusive, and age-appropriate, aligned with global humanitarian MEAL standards. 
  • Coordinate access to, and retrieval of, secondary data such as school records, community-level health statistics. 
  • Identify innovations and improvements to enhance effectiveness of the global MEL framework and systems.  

 

#2: Data storage, analysis and reporting (20% of Time): 

  • Oversee data entry and transcribing processes both for primary and secondary data. 
  • Conduct data audits and check data to ensure accuracy in data collection and entry. 
  • Conduct rudimentary analysis on quantitative and qualitative data such as descriptive analyses and identifying themes and sub-themes. 
  • Ensure data storage is in line with RTP standards such as confidentiality. 
  • Contribute to joint data analysis planning and visualization using tools such as Power BI, Kobo, and Excel dashboards. 
  • Consolidate and validate data received from project teams for regular updates to humanitarian coordination platforms (e.g., 5Ws, Response Dashboard), ensuring timely submission and accuracy of reports. Act as the final reporting focal point for data submissions to clusters and inter-agency coordination bodies. 
  • Lead on producing tailored reporting for key stakeholders, including donors, partners, and government agencies, ensuring alignment with indicators, narrative frameworks, and risk matrices. 
  • Develop and submit output, outcome, and evaluation reports to the CD and the MEL Manager - HQ   

 

#3: Monitoring, evaluation and learning plan for RTP country’s programs (15% of Time): 

  • Assess RTP’s global indicators and MEL tools for relevance and appropriateness within country’s context and propose revisions as required.   
  • Identify gaps between global indicators/data collection tools and country’s program outcomes and propose ways to address gaps.  
  •  Develop MEL frameworks for new programs to include indicators, targets, data collection methods and schedules, and analysis plans and regularly review MEL frameworks for existing programs to ensure relevancy and effectiveness. 
  • Support the planning and delivery of mid-term and final evaluations. 
  • Ensure the development of MEL frameworks and PMP tools for both direct implementation and partner-implemented projects. 
  • Integrate indicators and targets aligned with donor results frameworks (e.g., NORAD, GAC, etc ), protection principles, and PSS approaches. 

 

#4: Capacity building for MEL through trainings and systems development (10% of Time): 

  • Assess country-level capacity for successful implementation of MEL work including staff skills and knowledge, data entry and data storage systems and develop strategies for increasing capacity. 
  • Train data collection enumerators such as Project Coordinators and partner staff on data collection tools and processes. 
  • Provide technical coaching to program and partner teams on MEL practices, including protection mainstreaming, PSS, referral tracking, and outcome measurement. 
  • Lead MEL induction for new hires and contribute to cross-departmental MEL knowledge-sharing. 
  • Organize and facilitate workshops as needed on MEL for country staff, partners and stakeholders. 

 

#5: Supporting and facilitating country planning processes (10% of Time): 

  • Support Country Office in developing logic frameworks for new programs and reviewing logic frameworks for existing programs including the identification of appropriate outcomes and SMART indicators. 
  • In collaboration with other staff in the Country Office to identify program and decision-making implications of ME findings. 
  • Develop summary materials and deliver presentations on ME findings to staff, partners, beneficiaries, and/or other stakeholders. 
  • Support CSO partners and stakeholders in analyzing data to inform adaptive management, learning loops, and sustainability planning. 
  • Ensure integration of lessons learned into donor reports, strategic plans, and project redesigns. 

#6: Supporting the development and strengthening of RTP’s global ME framework (5% time): 

  • Participate in RTP’s global MEL initiatives including MEL portal, MEL workshops and trainings and consultations. 
  • Share ME best practices, lessons learned and other insights with RTP MEL colleagues.   
  • Maintain regular communications with the Global MEL Team. 
  • Contribute field learning and innovations to global MEL communities, particularly in fragile and conflict-affected contexts. 
  • Provide country-level evidence that supports strategic organizational advocacy and communications. 
  • Support other global MEL initiatives as required and as agreed to by the CD

Job Requirements

WHAT YOU’LL BRING (ESSENTIAL): 

EDUCATION/TRAINING/CERTIFICATION: 

  • Bachelor’s degree in humanitarian aid, development, statistics, or a related discipline 
  • Training in Monitoring and Evaluation such as university courses, workshops, certificates 

 

EXPERIENCE: 

  • 3 years of practical experience developing and implementing monitoring and evaluation frameworks (developing logic frameworks, outcomes, indicators, targets and data collection plans) 
  • Progressive MEL experience in the humanitarian or development sector 
  • Experience leading and conducting data collection, both qualitative (focus groups, interviews, observations) and quantitative (surveys, statistics review) 
  • Experience conducting rudimentary analysis for quantitative data (descriptive analysis) and qualitative data (identifying key themes and sub-themes) and managing data sets (coordinating data entry, ensuring data quality, managing data confidential storage) 
  • Strong experience in facilitating evaluations, partner-led MEL, and humanitarian performance monitoring 
  • Experience managing feedback and complaint mechanisms (FCMs) and ensuring accountability to affected populations 
  • Demonstrated experience in designing and conducting needs assessments, baseline/midline/endline surveys, and facilitating evaluations

TECHNICAL KNOWLEDGE: 

  • A background in program evaluation methodologies  
  • Understanding of quantitative and qualitative research approaches and best practices, and of child-friendly data collection methods 
  • Knowledge of SMART indicators 
  • A strong working knowledge of issues related to development and humanitarian programming (sport for development, health, education, community development, refugee and internally displaced populations, gender equity, inclusion and advocacy) 
  • Substantial knowledge of monitoring and evaluation processes for NGO programs  
  • Strong knowledge of Monitoring, Evaluation and Learning (MEL) principles, Project Cycle Management, and child safeguarding integration in MEL. 
  • Proficiency in mobile data collection platforms such as SurveyCTO, KoboCollect. 
  • Understanding of feedback loops, participatory methodologies, data protection and confidentiality standards. 
  • Proven ability to lead or support learning processes and facilitate the use of MEAL findings for adaptive programming. 
  • Computer literacy in MS Word, Excel and Internet 

 

LANGUAGES:  

  • Fluency in spoken and written Arabic and English
