Job: Mental Health Manager

Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 44 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, harm reduction associated with drug use, emergencies and crisis.

The objectives of the programs are to limit the medical impact of the restrictions in accessing medical care on the Palestinian population, to improve mental health and psycho social care and to bear witness to the violations of the right to health.

TASKS AND RESPONSIBILITIES:

Under the responsibility of the field coordinator, you will manage and supervise MHPSS team and program ensuring a quality implementation of MHPSS projects in accordance with MDM strategy for MHPSS

More precisely, you will be in charge of:

  • The program management:
-Participate to the preparation of MHPSS plans, to adjust MDM activities and MHPSS resources to the needs
-Map and update existing MHPSS programs and service providers
-Conduct MHPSS needs assessments and diagnosis.
-Contribute to the drafting of MDM MHPSS strategy and activities’ proposals for donors.
-Contribute to the advocacy strategy design and implementation.
-Plan, implement, monitor and evaluate MHPSS activities implemented directly by MdM France staff /or indirectly through Partners.
-Keep, improve and follow up a referral system for MHPSS cases.
-In charge of the technical operational coordination between all partners involved in the training.
-Systematize the collection and filing of health and MHPSS data from external sources (MoH, other NGOs, WHO etc.) in coordination with the medical coordinator.
-Participate actively in the writing of donor’s reports and proposals.
-The HR and team Management
-Participate to the recruitment and briefing of new Mental Health program staff.
-In charge of the daily technical supervision and management of the MHPSS staff in the base.
-To ensure adequate information flow within the different field teams in terms of communication channels and content of messages.
-Identify training needs, setting up training or mentoring/coaching programs and following up on implementation.
  • -The financial management:
-Participate in the annual and projects budget construction as well as any required revision.
-Forecast the monthly financial needs of the projects and share with the admin manager in the first week of each month.
-Participate in analysing the MHPSS project budget consumptions.
  • The logistics management:
-Participate in the annual and projects procurement plan as well as any required revision.
-Forecast the monthly logistic needs of the projects and share with the logistic manager in the first week of each month.
-Participate in tracking the donation to partners.
-Provide the project activities weekly plan and movement to Logistic department.
  • The representation:

-Participate at MHPSS meetings when delegated by field coordinator and/or medical coordinator

CONDITIONS OF EMPLOYMENT:
Status: Employee Contract: Fixed-term contract

Job Requirements

SKILLS AND EXPERIENCE NEEDED:

-An advanced degree in clinical psychology, or in any other relevant field (Bachelor major in psychology or Master/Specialization in clinical psychology)
-Valuable experience in training and supervising social workers and psychologists (at least 3 years)
Experience of counseling/psychological support/psychotherapy in MHPSS situations with people affected by conflicts (at least 2 years)
-Experience related to psychosocial/psychological assessment
-Knowledge of MHPSS international guidelines/standards
-Knowledge, training and experience in Low Intensity Psychological Interventions is an asset
-Strong communication and facilitation skills
-Human Resources management skills, ability to create an environment which encourages teamwork, proven ability to inspire confidence in and build relationships with partners
-Program planning, budgeting and monitoring skills
-Independence, autonomy and diplomacy
-Ability to work under pressure and tight deadlines
-Excellent writing skills and computer skills (Excel, Word, Power Point)
-Reporting and proposal writing skills
-Context and cultural knowledge
 
Languages: Excellent English (both written and spoken), Arabic is an asset
