MHPSS Technical Officer

OBJECTIVE OF THE POSITION:
The MHPSS technical officer will be in charge to provide guidance and technical support to the technical worker mentioned below, deliver training to staffs and partners and represents HI in the different networks.

Functional manager: HI MHPSS Regional Specialist
Interacts with:
- Internal: Country Manager, Gaza Area Manager, Rehab Project Manager, Rehab Officer, GAD Technical Officer, , MHPSS officer, psychologist, PSS workers, Rehab MDT, IMO, RTU, MEAL Staff, and support services staff.
- External: The project partners, the authorities in the project area of implementation, other stakeholders including local organizations, INGOs, and UN agencies in the area of implementation, and relevant Rehab. Clusters/Working Groups
Responsibilities:
- Providing guidance and technical support to projects in accordance with the technical frameworks and general standards of his/her sectoral scope
- Supporting MHPSS Technical Specialist/Coordinator on the design and implementation of appropriate Mental Health and Psychosocial Support (MHPSS) intervention to address the needs at the different levels of intervention in the line of the HI strategies.
- Ensuring comprehensive approach to the needs of HI beneficiaries by working in close collaboration with the Multidisciplinary Teams, Health Projects officer and Health Projects Manager.
- Ensuring a continuous technical supervision and on the job coaching of the Psychologist and the PSS workers through regular joint field visits, case discussions, technical follow-ups and files/reports.
- Preparing Monthly work-plans to track these meetings, Observation/Supervision sessions, Case studies with (Rehab MDT), Training reflecting dates, teams (Individual/Group), outcomes.
- Proposing changes, updates and improvements of relevant psychosocial activities according to the needs and HI strategy.
- Supervising and manage the implementation of internal and external referrals, performed by the social workers.
- Compile and report rapidly to the line manager on any protection concerns and measures reported by field team.
- In collaboration with the Multidisciplinary Team, the Project officer and the Projects Manager, ensuring the HI pathway for beneficiaries of HI services.
- Participate in the construction of a monitoring system and relevant indicators along with other team members
- Assisting the Technical Specialist and MEAL team in finalization of the MEAL tools and processes & training the staff on their use
Capacity Building
- Identify specific training needs and share findings and support the MHPSS Technical Specialist/Coordinator in preparing a Training Calendar.
- Strong coordination with Rehab MDT to ensure the training plan incorporates training needs of Rehab MDT and compliments their plans too.
- Maintain training deliverables (attendance sheets, pre/post-test, training material), analyze the tests to record “change in knowledge” and ensure training information is documented.
- Ensure the trainees’ understanding and progress through constructive feedback, appropriate recommendations and follow-up.
Ensuring quality and the relevance of the technical tools:
- Contributing to and proposing review, changes, updates and/or implementation of the technical tools (Arabic and English) and documents used at field level.
- Ensuring their correct implementation by field teams.
- Ensuring Regular Reporting to Participate to The Capitalization/Lesson Learning of The Project
- Ensuring regular reporting on his/her activities to the line manager and technical manager.
- Ensuring regular liaison with the Project Manager, Projects officers and Rehab MDT including provision of feedbacks, technical inputs and recommendations as requested.
- Contributing to the elaboration of technical guidelines, lessons-learned documents and protocols as necessary.
- Ensuring the appropriate collection of data by field teams and following and analyzing the data related to MHPSS activities in close collaboration of the Data Base / MEAL Manager.
- Collecting the Sources of Verification of MHPSS/PSS activities.
- Send monthly plans and reports to MHPSS Technical Specialist and discuss updates on weekly basis.
- Contributing to Team Work
- Ensure holding regular weekly / bi-weekly bilateral meetings with the phycologists and the PSS Workers and draft weekly minutes of meeting (MoM);
- Consolidate the MoMs and make part of monthly report to the MHPSS Technical Specialist and the project manager.
- Plan meetings to discuss case studies in coordination with Rehab MDT at different locations (one meeting at each location at least) to discuss case studies with the MHPSS/PSS staff, finally adding the MoM in the monthly report to the MHPSS Technical Specialist and the project manager.
- Actively participating to project and mission meetings, including weekly meetings with the project manager.
- Ensuring a good communication and coordination with other HI teams (i.e., joint meeting with Rehab MDT). In close collaboration with the Project Manager, update mapping of MHPSS services and useful resources in the areas of intervention.

- Restrict information sharing only to relevant internal staff and none to external sources.
- Respect and promote HI’s policies and report to the line manager any non-respect of these policies amongst the teams or partners.

- Report any incident or act that causes any harm to beneficiary or to others.
5.Contribute to Ensure the Technical Influence of HI on its Perimeter
- Contribute to the outreach of HI expertise: can represent HI technical expertise by delegation in relevant local, regional and international networks and with local partners.
- Where appropriate, coordinate and collaborate with the project's technical partners as delegated by the Specialist or Project Manager.
- Relay and contribute to advocacy messages within its scope of work.
- Write new project content for the continuity or expansion of the project within its technical scope.
- Contribute to the writing of new proposals for new opportunities within its technical scope.
- Emergency Preparedness and Response Responsibilities
- Contribute to the support or implementation of emergency preparedness actions of the program(s) and, during an emergency, adapts his/her work modality in order to contribute to an effective HI humanitarian response.

Essential
- Master degree in Psychology
- Experience working with vulnerable groups, specifically persons with mental health or disabilities
- Experience in related work within an NGO or organization in emergency or post-conflict setting
- Experience in community-based psychosocial support and counseling
- Willingness and ability to work with people with mental health problems or disabilities
- Excellent reporting capacity skills (written and oral communication)
- At least 3 years’ experience in working with NGOs and civil society in developing and emergency interventions
- Must possess clinical experience in providing individual counselling and group psychosocial support
- Experience of working on Mental Health and Psychosocial Support Community Based activities
- Strong people/team management skills

- Experience in both development and emergency fields
