1-The Finance Officer (FO) is responsible for the design and application of streamlined and effective financial systems that operate alongside the AWPB and ensure rapid disbursement as well as strong accountability. The FO reports to the Project Director/PMU for the accounts and secretarial functions of the Program Steering Committee (PSC). The responsibilities of the FO will include:
(a) In conformity with Government regulations and IFAD disbursement systems, preparing a scheme of accounts which is computerized and provides management information readily to the PMU, and particularly to the Project Director.
(b) Establishing the systems of financial control of contracted service providers, including general terms of payment and progress reporting that will be required and performance factors that will be imposed in conformity of both IFAD and the Ministry of Finance regulations.
(c) Preparing proper withdrawal applications with complete supporting documentation to request for drawdown from IFAD and ensure the timely reconciliation of the Special Accounts and Project Accounts, in accordance with the stipulated procedures;
(d) Ensuring that contracts with service providers meet Government financial control rules and IFAD procedures while allowing them adequate flexibility and authority to carry out their commitments, perform the relevant tasks and disburse finance on time; and advising participants and clients on financial control and management.
(e) Manage the application of funds and ensure that contractual obligations are met on a timely basis.
(f) Establishing the systems of in-house accounting for those items of Project expenditure that are incurred directly rather than through contracted operations; and managing the Project accounting, secretarial and logistical arrangements and cadre.
(g) Supporting the Project Director and Regional Offices in their systems and operations and relating expenditures to work done on the ground and oversee the eligible application of funds.
(h) Preparing routine financial statements for submission to the PMU and the PSC in accordance with the required formats.
(i) Assisting in preparation of AWPBs at various stages up to the final composite plan.
(j) Undertaking the basic preparatory work for – and participating in – the annual audit; and responding to related queries and comments regarding disbursement procedures, financial products and other financial matters of the project.
(k) Proper management of the approved project budget and safeguard against the misuse of project funds and assets, and ensuring that Project related business is conducted in an efficient manner.

Qualifications, Attributes and Conditions of Employment
2-The ideal incumbent will display a capacity to coordinate and control complex financial management procedures and achieve goals under difficult conditions, as well as a sound record of developing interpersonal relations at all levels of hierarchy. Strong commitment to integrity of application of funds is a pre-requisite.
3-The FO will have professional accountancy qualifications (i.e. CPA, CA or equivalent) with relevant postqualification experience in financial management of more than 5 years. Knowledge of International Accounting Standards and International Standards on Auditing is essential. Knowledge of current issues in financial management in both private and public sector is an asset. This should include successful experience working with externally financed investment projects and with the procurement procedures of multilateral financial institutions. The FO will be fluent in English and Arabic.

4- Post Tenure: The FO is contracted for a term of no less than one (1) year renewable upon satisfactory performance of the incumbent. The FO may be removed or transferred by the Executing Agency after consultation with and non-objection of IFAD.
5- Duty Station: Ministry of Agriculture, Ramallah, West Bank. The incumbent should be willing to travel and temporarily reside in the project area as deemed necessary
