Tertiary Education Project
Vacancy Announcement
The Ministry of Education & Higher Education (MOEHE) has received a grant from the World Bank, International Development Association (IDA) towards the cost of Tertiary Education Project. The project aims to (i) improve the policy making environment for tertiary education management,
governance and quality assurance; (ii) increase internal and external efficiency of tertiary education institutions as a first step towards achieving sustainability; and (iii) create incentives and provide the basis for improvements in quality, relevance and equity of tertiary education institutions in order to meet the socio-economic needs of the Palestinian population.

The Ministry announces the following consultancy, to be financed as part of the project:

Position : Assistant Finance Officer in the Project Coordination Unit (PCU), Full–time contract

Main Tasks and Responsibilities:
-Ensuring that financial regulations are compiled with by all parties engaged in receipt and payment of funds in connection with the project;
- Control cash at bank and prepare bank reconciliation on timely manner
- Review payments to ensure that the expenses have been properly authorized and approved and that they are included in the approved budget;
-Control the petty cash expenses to ensure that these are properly authorized and recorded with all supporting documentation;
- Control the operation expense for the PCU office
-Preparing withdrawal applications for the disbursement of Credit funds and for the replenishment of the Special Account (SA),
-Participate in the preparation of periodic progress reports for the Technical Committee and the Bank;
-Assist in monitoring and evaluating project activities implemented in and ensuring their coordination and integration with the relevant entities which are directly responsible for the implementation and supervision of the project;
-Assist in organizing and administering, in consultation with appropriate entities of any technical assistance, training workshops or fellowship programs to be implemented as part of the Project;
- Conduct visits to participating schools to ensure that procured goods are in place and functioning properly for the benefit of the project;
-Control and ensure that the filling system is in place and maintain in good and easy way.

Minimum Required Qualifications:
1- University Degree in Business, Accounting, Finance or any related field;
2- At least 3 years of proven relevant past work experience in projects funded by International Donors;
3- Excellent Communication and follow up skills;
4- Fluency in English;
5-Excellent computer skills, including accounting software, audit software is an asset;
6-The ability to work under pressure.

Place of Work:
Both posts shall be based at MOEHE headquarters in Ramallah, and shall require regular travel to all Tertiary Education Institutions in the West Bank and Gaza Strip
