Mission Administrative Manager

Job Description
ACF (Action Against Hunger) is a humanitarian, non-governmental, non-political, non-denominational and non-profit making organisation working in the occupied Palestinian territory since 2002.
ACF is recruiting for its Jerusalem office a
Mission Administrative Manager

The candidate will be responsible for the following tasks:

Administrative:
-Promote and follow up adherence to ACF procedures and internal regulations.
-Promote and supervise efficient and appropriate use of ACF resources.
-Control and follow up ACF’s legal status in the West Bank, Gaza Strip and Israel.
-Supervision and follow up of ACF registration and accomplishing on Law requirements for NGOs.

Accountancy:
-Supervise the monthly control of all invoices.
-Supervise the registration of all accounting and extra-accounting movements
-Prepare codification of signed contracts and its validation by HQ.
-Supervise and control bank movements versus bank statements.
-Control monthly accountancy and ensure monthly reporting to HQ.
-Check the filing of the monthly accountancy
-Surprise cash counts and internal audits
-Develop ACF oPt guidelines for local implementing partners, in order to build their administrative capacity and increase their transparency and our accountability.

Treasury:
-Supervise and control the Treasury of the Mission and follow-up all related transactions.
-Validate Mission expenses forecast
-Prepare treasury advance needs for unsigned contracts.
-Supervise and follow up Donor specific bank accounts.

Financial Management:
-Supervise and analyze the Mission’s financial Coverage Plan.
-Follow-up budgets analyze the information and report any deviations to the concerned departments.
-Match the expenses forecast with the real expenses and report results to the concerned departments.
-Prepare the monthly administrative and financial report including an analysis.
-Participate in the design and validation of new donor proposals.
-Prepare financial amendments to donor contracts.
-Collaborate with the logistics department in procurement and tracking mission assets (Depreciation).
-Prepare and supervise external audits of donor contracts done on the mission.
-Follow-up VAT clearance.

External Relations:
-Maintain contact with Local NGO partner’s administration in coordination with the Head of Bases.
-Contact with donors for administrative issues in coordination with the Head of Mission.
-Maintain and expand good financial and administrative relations with relevant Local Authorities.
-Represent ACF in meetings if requested.
-Being the focal point for certain external contractors.


Profile of the Candidate:
-University degree, preferably in business and/or administration.
-At least five years of relevant professional experience in similar job or responsibilities.
-Solid experience in finance and staff management
-Excellent computer skills (Word, Excel, PowerPoint, internet)
-Motivation and commitment to humanitarian work and values
-Excellent interpersonal, analytical and communications skills
-Fluency in Arabic and English (good level spoken and written), Hebrew is a plus
-Valid Driving License
