Monitoring and Evaluation Consultant
Objectives
The Monitoring and Evaluation Consultant is responsible for establishing a comprehensive and thorough M&E system for PCRF with all its indicators, tools, and processes to measure the implementation of programs and activities for each operation’s program and to ensure obtaining the desired results.
The M&E consultant is responsible for tracking and assessing the results of the different operations’ programs. The M&E Consultant provides direction, assistance, and vision of all the assigned programs. The M&E Consultant provides feedback on strategic needs and changes and acts accordingly.
Detailed Tasks & Responsibilities

Establish a clear and detailed M&E system for PCRF that meets the different needs for the four main operations’ programs;

Develop an M&E plan for each operation program;

Develop and strengthen monitoring, inspection, and evaluation guidelines and procedures for each operation program;

Lead the monitoring and data collection efforts by the PCRF team members towards achieving the desired results;

Analyze the collected data and utilize the data as a base reference for developing and updating the M&E plans;

Work closely with the operations’ teams across different areas to get feedback and update M&E plans accordingly;

Develop a tracking plan for the targets for all the programs, projects, and activities;

Submit regular reports and feedback to the CEO and VPO on the strategies and activities conducted;

Prepare monitoring and evaluation tools, and templates as needed;

Conduct training sessions to the operations’ staff on a regular basis under the supervision of the VPO;

Strengthen staff competencies and skills to better monitor and evaluate cases and projects, and showcase results;

Identify opportunities for expanding and increasing PCRF’s potential projects;

Perform other reasonable duties in support of PCRF as requested by the direct supervisor.

Skills/Qualifications
Minimum Skill Requirements

A minimum total of 7 years’ relevant experience;

BA Degree in Business Administration, Development Studies, Humanities, or any related field;

Fluency in using Google, other online platforms, as needed;
-
Ability to quickly learn and adapt to new systems;
-
Ability to maintain a high level of accuracy in preparing and entering information;
-
Ability to manage different tasks at one time and meeting strict deadlines.
Communication

Fluent in written and spoken Arabic and English languages;
-
Accurately prepares written correspondence that is coherent, grammatically correct, effective and professional across languages;
-
Listens to others and accepts input from team members.

Dress and speak in a professional and polite manner to all volunteers, staff, beneficiaries, and others.
