Monitoring and Evaluation Coordinator

Background
The Norwegian Refugee Council (NRC) re-established its presence in the occupied Palestinian territory in January 2009 and is developing programme activities
in the sectors of Shelter, Education and the provision of Information, Counselling and Legal Assistance (ICLA).

Overall responsibility:
The Monitoring and Evaluation Coordinator is responsible for planning and executing all programmatic M&E activities in the NRC West Bank Programme, in liaison programme staff.
In addition the M&E coordinator will be responsible for line managing the M & E officer and the ICLA Information Officer and coordinating with the M&E unit in Gaza.

This role requires a flexible approach to working hours. Sometime it will be necessary to work outside of normal office hours and the employee will be given time off in lieu.
This is a new position and the JD will be revisited after 3 months probationary in post.

Main Duties and Responsibilities:
-Line management of West Bank M & E unit.
-Ensure standardization of approach within and across programmes by developing an oPt mission M&E framework (or annual plan of action), including provisional M&E design/tools/indicators/analysis schedule for each programme, highlighting standardization and variation within programmes across different areas as well as the overall M&E plan for NRC West Bank and NRC Gaza’.
-Working with Programme Staff develop a clear project cycle long M&E work plan that covers projects in each area, including a schedule for data collection, analysis and reporting from start to finish of grants.
-Coordinating with Project Managers on grant opening/midway and closing meetings to review M&E needs and planning for the grant
-Ensure compliance with donor M & E requirements and NRC guidance including review of reports before submission to donor.
-Provide advice to senior management and programme staff on current research and trends and gaps in information relevant to NRC programmes.
-Liaise with the NRC M&E advisor in Oslo.
-Ensure that data is collected and recorded ethically and within the remits of NRC policy on confidentiality and consent.
-Support programmes to effectively report through CAD (Core Activity Database)
-Provide feedback and guidance to programmes on best practice in M&E.
-Act as a focal point for external and internal evaluations of programme activities.
-Ensure involvement of beneficiaries and wider community in assessment and maintain good relationships with all parties.
-Ensure accurate records of assessment, activities and participation.
-Coordinate with departments of NRC to produce reports to donors, research, data and information.
-Quickly report to line management any concerns with safety, security and child protection.
-Assist the Country Director and Programme Staff in the development of activities and ideas for programming and advocacy including assessing beneficiary needs.
-Develop personal monthly work plan and contribute to programmatic team work planning.
-Train other team members on M&E tools and skills as necessary.
-Ensure all information is centrally held, accurate and available including that held in data bases.
-Create reports on NRC project activities.
-Carry out research activities.
-Carry out any other relevant duties as requested by supervisor.

Qualifications and Experience

Essential
-Relevant university degree or other relevant educational background combined with professional experience 3-5 years in establishing monitoring and evaluation systems from project inception.
-Experience of and commitment to participatory approaches to monitoring evaluation and research including child participation,
-Experience with diverse research methodologies (using both quantitative and qualitative data)
-SPSS competent.
-Ability to plan, organise and manage own time
-Good team working skills
-Excellent command of English, Arabic both written and orally.
-High levels of computer literacy including presentation skills
-Ability to use Microsoft Access and/or other relevant programmes.
-Experience of working with non-governmental organizations is an advantage.

Desirable Skills
-Fluency in Hebrew
