MA'AN Development Center is seeking to fill the vacant position of a part time PROJECT MONITORING, AND EVALUATION COORDINATOR based in the West Bank for its FADOC project, a three-year youth program, funded by SOLSOC a Belgium organization and in partnership with Bisan Center for Research and Development and Popular Art Centre, working closely with youth CBOs in Gaza and the West Bank.
The Purpose:
The role of the M&E Coordinator is responsible for guiding the overall M&E strategy, based on outcome mapping methodology, in the West Bank and implementation of related activities within the project and via partners, plus providing timely and relevant information to project stakeholders and reporting of ongoing projects to ensure high quality program implementation.
Major Duties Include:
-At start-up, work closely with FADOC Project Team, as well as implementing partners and primary stakeholders, to review the project strategy and logframe.
-At start-up, make a detailed design of the M&E system. Include performance questions, information needs, how to measure identified indicators and related targets, methods, sampling procedure and reporting formats and procedures. Ensure that these supplement and link to the existing M&E processes of implementing partners and other stakeholder groups.
-Review and follow the outcome mapping M&E system, define reporting requirements from team responsible for implementing activities/components and define formats for standard reports (e.g., quarterly and annual reports).
-Provide suitable professional M&E training for project staff
-With the main stakeholders, outline a feasible impact assessment approach that will supplement the M&E of other implementing partners. It will have at least two components: primary stakeholder assessment of project impact and self-assessment by staff (project and implementing partners) of project impact.
-Ensure that the M&E system is based on a learning orientation and is focused around the needs of the implementing partners to manage for impact. Reach agreement on when reflections and information analysis will take place and with whom.
-Ensure that M&E activities are appropriate and take account of the evolution of the project and of stakeholders’ needs and capacities.
-Prepare case studies, success stories, and other anecdotal qualitative information as requested
-Together with those implementing it, identify problems with the M&E system and modify the system, as necessary.
-Provide refresher training on M&E, as necessary.
-Assess if M&E findings are being used to make decisions and increase project impact. If necessary, identify what can be undertaken to ensure this happens.
-Review the results of completed surveys and assist in report preparation.
-Assist with the mid-term evaluation/review.
-Ensure that staff and implementing partners are receiving adequate support to be able to implement their M&E functions and that data collection and analysis is on schedule and proving useful to the end-users. In consultation with the users, make recommendations for adaptation, if needed.
Communication
-Prepare reports on M&E findings, as required, working closely with Project Manager and team staff and implementing partners.
-Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed.
-Guide the regular sharing of the outputs of M&E findings with project staff, implementing partners and primary stakeholders.
Job Qualifications:
1-A university degree in development, management, business administration, or related field.
2-Minimum four years of proven experience in planning and implementation of M&E systems
3-Experience & familiarity in Palestinian issues and the NGO sector
4-Strong knowledge of the logical framework approach and M&E methods
5-Knowledge of the outcome mapping methodology is considered as a strong asset.
6-Valid driver’s license an advantage
Skills and Personal attributes:
1-Proficiency in writing and speaking in English and Arabic, French is a plus
2-Report writing in both languages
3-Experience in Qualitative and Quantitative Research
4-Computer (MS-Office including MS-Project)
5-Strong written and oral communication skills
6-Adept skills in project cycle management
7-Working within a team
8-Ability to work under pressure
