International Orthodox Christian Charities (IOCC) is an international non-governmental, development and relief organization, working worldwide to alleviate suffering and need and sharing God’s gifts of food, shelter, economic self sufficiency and hope.

With funding from USAID, through Mercy Corps’s Palestinian Community Assistance Program (PCAP), IOCC is implementing a project in Gaza entitled: From Relief to Recovery: Improving Food Security for Vulnerable Families in Gaza (IFSVF). The project aims at improving food security at household level through the provision of agricultural inputs, technical assistance and job opportunities.


IOCC seeks a Monitoring and Evaluation (M&E) Officer to work in IOCC Office in the Gaza Strip.

Job Summary:
Within delegated responsibilities, the M&E Officer will be responsible for leading the collection and analysis of IOCC-IFSVF data and present findings on the implementation and outcomes of IOCC-PCAP Program, and ensure that the Program adheres to the PCAP Data Quality Assurance Protocol and other USAID M&E requirements and guidelines.

 
Key Responsibilities:
-Manage and lead the development of the Program data for the impact and output indicators as part of the M&E plan and PMP.
-Effectively and accurately maintain and update the USAID Geo-MIS system as well as TraiNet system, including data quality control and supporting documents on a monthly basis.
-Maintain and oversee quality control and accuracy of the IOCC internal database system.
-Ensure that the PMP reflects project goal and objectives and is up to date.
-Collect, analyze and report on data generated by project activities on regular basis.
-Ensure continuous integration of M&E planned activities into the different Program activities.
-Review, analyze and ensure accurate, valid and logical quantitative data collected and reported.
-Develop and implement regular schedules for internal Data Quality Assessment of PCAP Program files and indicator source data to ensure they are in compliance with donor regulations.
-Regularly, and as deemed necessary, develop Program case studies, monthly success stories and video diaries.
-Report results to IOCC senior management and suggests program improvements based on results.
-Provide analysis and best practice and lessons learned of the IFSVF Program to IOCC senior management.
-Regularly review the monitoring system including methodologies, tools, and indicators to assess the quality of outputs of specific Program activities.
-Ensure regular monitoring of the Program activities by the Program team.
-Undertake periodic review of the implementation and operation of the monitoring and evaluation system; including the preparation of best practices and lessons learned.
-Perform other related duties as required.


Knowledge and Skills:
-Good understanding of development concepts and practices.
-Ability to consolidate and analyze quantitative and qualitative data and design data collection tools.
-Demonstrated experience in current impact assessments.
-Excellent analytical, problem solving, interpersonal, communications and presentation skills.
-Ability to conceptualize issues and analyze data with prior experience working with databases.
-Good planning, communication and time-management skills and ability coordinate the work of others.
-Good analytical and problem-solving abilities, and demonstrable initiative and creativity.
-Ability to produce accurate work under tight deadlines.
-Detail-oriented.
-Full computer literacy, especially managing data base.
-Advanced verbal and written communications skills – fluency in English is mandatory.
-Commitment to the values and principles of IOCC.

Experience:
At least 4 years (2 of which with international NGOs) of progressively responsible professional experience in development, monitoring and evaluation with special reference to food security and agriculture.

Education:
University degree (BA and above) in Social Sciences, Economics, International Development or other relevant fields.
