Monitoring and Evaluation (M&E)/Reporting Manager
Job Description
American Near East Refugee Assistance (ANERA) has operated in the West Bank, Gaza, and Jerusalem since 1968. ANERA has implemented hundreds of infrastructure projects in water, sanitation, health, agriculture, and education funded by USAID, the UN, and private donors. ANERA is looking for a highly qualified candidate to work as a “Monitoring and Evaluation (M&E)/Reporting Manager”, to be based in Jerusalem. This person would manage the overall M&E and Reporting for a USAIDfunded infrastructure program with a focus on improving water/sanitation services.
Key qualifications for this position include:
1-MA or equivalent in international development or relevant field.
2-Knowledge of indicator frameworks and experienced in USAID M&E, reporting guidelines and requirements a must.
3-Experience doing gender analysis and mainstreaming as part of M&E and Reporting.
4-At least 10 years experience working in M&E and reporting for grants funded by USAID and other
donors, particularly infrastructure programs.
-Solid understanding and experience with the development issues in the West Bank and Gaza, specifically as they relate to water and sanitation services and infrastructure projects.
6-Excellent communication, organizational, and prioritization skills and the ability to multi-task and
support and/or fill multiple positions at one time. Demonstrated attention to detail and ability to follow procedures, meet deadlines and work both independently and cooperatively with team members.
7-Demonstrated experience in using statistical packages such as SPSS to analyze and report on data, and experience in survey design, implementation, and analysis of survey data.
8-Fluent in English and Arabic.
9-Demonstrated ability to write accurate and timely reports in English at a level of native fluency.
Key duties/responsibilities for this position include:
1-Provide oversight and guidance to M&E and Reporting Department.
2-Develop systems for evaluating, monitoring, reporting on USAID funded infrastructure (particularly
water/sanitation) project activities and output and impact indicators as outlined in the Performance Management Plan approved by USAID.
3-Manages and leads the development of the data for the impact and output indicators as part of
the M&E plan and PMP.
4-Manages the relationship with the survey and evaluation companies and organizes and facilitates
focus group surveys with project participants.
5-Takes the lead in collecting, analyzing and reporting on data generated by project activities.
6-Reports results to senior management and suggests program improvements based on results.
7-Assist with project evaluation (both internal & external).
8-Serve as a positive example to all ANERA M&E and reporting staff – train and mentor them to contribute to an atmosphere conducive to personal growth and development, in accordance with ANERA’s commitment on national staff capacity building.
