Monitoring and Evaluation Manager

International  Organization seeks an experienced Monitoring and Evaluation Manager as part of the USAID-funded Palestinian Health Capacity Project

Responsibilities include:
-The Monitoring and Evaluation (M&E) Manager will ensure the continuous monitoring of program progress in close collaboration with USAID, and other implementing partners. S/He will be responsible for designing and developing the capacity of various stakeholders in data collection, analysis, reporting, and evaluation. The M&E manager will identify and evaluate best practices and state-of-the-art approaches for the program, and disseminate overall results to project stakeholders. This position reports to the Chief of Party and liaises with the headquarters based M&E Specialist.
-Design the monitoring and evaluation framework for the project.
-Research, compile, write, and submit information for project reports requirements and other internal and external communications and management documents. 

Qualifications:
-Advance degree in a relevant discipline, and applied skills in designing and implementing monitoring and evaluation activities and formative or operations research for HSS/HRH or related programs Knowledge of monitoring and evaluation techniques, procedures, and protocols, with 5 or more years of proven M&E experience
-Experience working on M&E for USAID funded projects
-Demonstrated skills in quantitative data analysis and data management, and knowledgeable about basic statistics (descriptive statistics, anova, multiple regression)
-Experience in questionnaire development (including testing for reliability and validity)
-Ability to multi-tasking:  handle multiple projects simultaneously, prioritize assignments
-Demonstrated skill and effectiveness in communicating with others, particularly research and evaluation staff members (domestic and international)
-Ability to work effectively under pressure and meet deadlines
-Oral and written proficiency in English and Arabic required
