Monitoring and Evaluation officer
The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 4000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the worlds largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs
The Monitoring and Evaluation Officer is responsible for carrying out all M and E activities in the Gaza program, in liaison with staff from different NRC Core Competencies in Gaza.
Job description
Support M&E Coordinator in developing an over-arching M and E plan for NRC Gaza.
Support the M&E Coordinator to design and develop M and E tools and systems for Gaza program
Keep accurate records of assessment, activities and participation.
Support M&E Coordinator in analyzing project information and providing recommendations for research and trends and gaps in information relevant to NRC programmes.
Ensure that data is collected and recorded ethically and within the remits of NRC policy on confidentiality and consent.
Quickly report to line management any concerns with safety, security and child protection.
Provide support to any external and internal evaluations of programme activities.
Coordinate with departments of NRC to produce reports to donors, research, data and information.
Assist AM, Project Managers and DPMs in the development of activities and ideas for programming and advocacy including assessing beneficiary needs.
Provide all necessary and accurate M&E data and analysis for internal and external reporting in a timely manner.
Develop personal monthly work plan and contribute to teamwork planning.
Train other team members on M and E tools and skills as appropriate including needs analysis of team.
Create reports on NRC project activities as requested .
Carry out any additional research activities as requested by the M&E Coordinator or AM.
Carry out any other relevant duties as requested by supervisor.
Conduct regular field visits to the projects activities and report to the PM,DPMs and AMs on main observations.
Qualifications
Bachelors Degree in Administration, Information Management, Project Management, Engineering, Finance or other relevant academic background.
3 years of Monitoring and Evaluation experience

Good cultural awareness and sensitivity
Highly approachable, trustworthy and confidential
Inter-mediate English Language level
Knowledge of the NGO operations and the dynamics of the humanitarian sector is a plus
Good level of proficiency in Windows Excel and quantitative analysis (SPSS preferred)
