Job Description

As part of the Local government and Infrastructure (LGI) program implemented in the West Bank and Gaza with funding from the United States Agency for International development (USAID), Global Communities (also known as CHF International and referenced as such) is planning to implement humanitarian assistance activities focusing on creating short term employment opportunities in the Gaza Strip. As such, Global Communities is seeking qualified candidates to assume the following fixed period service position:

Monitoring and Evaluation Officer Location: Gaza City, Period: 12 Months starting 2 January 2016-30 December 2016.

The position will be based at CHF International Office in Gaza and will report to the Component Lead. The incumbent will be mainly responsible for the following:
-Finalize the activities M&E Plan for submission to USAID, and design a M&E system that will reflect all the elements of the plan and methodology;
-Support LGIs partners in Gaza in utilizing data collection tools and assure that reporting processes are clear and streamlined.
-Timely collection and verification of quantitative data for LGIs intervention in Gaza.
-Timely reporting on performance indicators related to LGIs interventions in Gaza.
-Conduct data quality assessments on reported information and maintain data quality assessment systems to ensure validity of quantitative data.
-Oversee quality control of the LGI internal database system in Gaza.
-Assist in writing biweekly and quarterly reports.
-Assist in gathering specific data as requested by the LGI management team that may relate to more in-depth analysis or donor inquiries.
-Conduct field visits on a frequent basis to verify the reliability and integrity of collected data.
-Oversee quality control of files related to reporting and M&E data for LGI interventions in Gaza.
vWork with Knowledge Management Unit (KMU) on success/impact stories highlighting work of LGIs program in Gaza.
-Liaise with KMU and other program staff to ensure regular and timely information flow for reporting.

Key qualifications:
-A Masters degree in international development, economics, or any other related field.
-At least six (6) years of experience monitoring and evaluating humanitarian projects and short-term employment activities in complex environments.
-Demonstrated knowledge of USAID rules and regulations.
-High analytical skills and prior experience working with databases.
-Good organizational skills and attention to details.
-Ability to communicate information effectively and work collaboratively with a broad range of stakeholders.
-Proficiency in Microsoft Office applications and good knowledge of statistical software.
-Fluency in oral and written English required with similar Arabic skills desired.
