Background: Tdh is the largest non-governmental organisation for children’s aid in Switzerland. It undertakes to support the most vulnerable members of society through child protection and Justice for Children projects. Tdh has development projects and emergency relief programs in 34 countries and currently has operations in Hebron, Bethlehem and Gaza. Its Delegation Office is based in Jerusalem.
The M&E officer ensures the cross-cutting character of Monitoring & Evaluation and its integration in all projects, positioning M&E as a support function towards the three Priority Axes implemented in Palestine. He/she ensures the relevance, coherence, validity of M&E approaches, tools, methodologies in the Delegation as well as the highest possible level of compliance with donor rules and internal due diligence processes. The M&E officer brings technical and methodological support to programme staff and partners with regards to M&E and whenever necessary, is involved in activities requiring specific expertise linked with M&E (e.g. baseline studies, compliance, contingency plans, etc.).
The position requires at least 25 to 30% travel to Jerusalem, Bethlehem, Hebron, Gaza and Jordan.
General Responsibilities
Coordinate with Country Representative and senior management team (SMT) for the development and supervision of the general organisation’s strategy in the country. Provide technical support to senior managers and other staff as needed.
Contribute to the development and implementation of Tdh accountability framework in Palestine. Design M&E budget and action plan
Ensure a positive and professional image of the Foundation is conveyed at all times
Communicate externally, preferably in a visual way.
The incumbent will conduct his or her duties in respect of the Charter of Terre des hommes and the Tdh Child Safeguarding Policy (CSP). S/he advises the Country Representative on cases of breaches of the CSP.
Terre des hommes expects that its staff’s professional conduct reflect proper behaviour in accordance with local culture and traditions. The incumbent assures the moral protection of the name of Terre des hommes and defends in all circumstances the interests of the Movement.
Tdh intervenes without any political or religious consideration and is a non-profit organisation. The incumbent will direct his or her activities without preoccupation of political, racial or religious affiliation.
Specific Responsibilities
M&E Planning
-Lead on M&E plan design, helping to secure adequate ressources allocation for their implementation
-Contribute to designing or adapting monitoring tools for the specific needs of the programmes / projects
Monitoring activities implementation
-In collaboration with all staff collecting data, ensure that data collection tools and data storage supports correspond in a relevant way to the M&E Plan. Report any technical or methodological issue.
-Assist the Head of Office in implementing appropriate partner/staff vetting and other compliance or due diligence measures.
-Assist the Head of Office and other staff and contribute to the process of data collection, collation, treatment and analysis as defined in the M&E plan, in collaboration with all staff and partners collecting data
-Immediately alert the Head of Office and programme staff in case of current or anticipated difficulties in reaching results, if significant changes in context occur (including risks and opportunities) or if unintended negative effects on beneficiaries are taking place or may take place.
-Ensure that corrective measures are discussed and acted upon whether as part of formal discussions/meetings or during informal exchanges.
Communication and reporting
-Contribute to optimal M&E-related information management and organization (including filing)
-Assist the Head of Office and project staff in presenting data in a visual way ensuring good understanding amongst target audiences, to ensure genuine discussion and critical joint analysis.
-Assist or take the lead in internal and external reports drafting with regards to M&E components to guarantee evidence-based and quality product.
Evaluation
-Support internal evaluation processes (contribution to ToR drafting, prepare mission schedules, advise steering process, guide evaluation team, etc).
-Assist external evaluation processes (methodological support for drafting ToR, making monitoring data available, support following up on recommendations).
-Participate in recruitment, training and supervision of potential collaborators/consultants for punctual data collection initiatives .
Qualifications
All Tdh Core Competencies are relevant whether Personal Social and Leadership Competencies (PSLC), or Technical amd methodological competencies (TMCs). The following are particularly relevant:
-Capacity for conceptual and analytical thinking.
-Rigor and precision, good writing skills
-Good negotiation skills and ability to communicate at all levels.
-Good team player and interpersonal skills, capacity to address conflict in a positive way
-Result-oriented and problem solving
Specific Professional M&E competencies:
-Advanced knowledge in Project Cycle Management concepts and processes;
-Demonstrated experience in designing, planning and implementing M&E system, procedures, tools ;
-Knowledge of qualitative and quantitative research methods, experience in carrying out data collection and analysis activities;
-Computor literacy: experience in database management, advanced Excel and data visualization techniques. Knowledge of additional data collection & management sofwares would be an asset.
-Knowledge of ethical questions linked with M&E, Do-no harm principles and gender / diversity sensitive monitoring ;
-Knowledge and previous experience in the field of child rights, working experience in the field of child protection / wash would be an asset.
