Background of PSC

The Palestinian Shippers' Council (PSC) is a non-profit association that was formed to address the urgent needs of the shippers' community and to contribute in the Palestinian economic development and trade expansion through measures that promote trade efficiency and facilitation at all stages of the maritime and related transport logistical chain.

The PSC has received a grant from the US Agency for International Development (USAID) for the project entitled “Business without Boundaries” which aims to promote Palestinian trade by shedding the light on the obstacles facing Palestinian traders and  establishing a platform of dialogue between project beneficiaries for exchange of information, increased technical knowledge, and newly established working relationships. Accordingly, the PSC seeks the selection and employment of a Monitoring and Evaluation Officer.

Position Title: Monitoring and Evaluation Officer – Full Time
Location: Ramallah
Reports To: Director General

Specific Tasks

The Monitoring & Evaluation (M&E) Officer will have overall responsibility for designing this system and with setting up a monitoring framework to gather data needed to assess progress against the intended goals and benchmarks and integrate projects strategy into the interventions.
In addition to overseeing the M&E system, the M&E Officer will be responsible for supporting the Program Associate (Projects Officer) too integrate projects strategy into PSC interventions. The M&E Officer will focus on the M&E framework for PSC – ensuring that it aligns to the National Strategy, provides useful information to the Director General or the assigned Project Manager.

Duties and Responsibilities

-    Oversee the monitoring and evaluation system and baselines for reporting progress, and maintain reporting procedures and guidelines in compliance with the Donors requirements.
-    Employ and oversee a rigorous monitoring and evaluation system to track the progress of all activities and outputs, including a strong focus on evaluating trade awareness and all PSC activities.
-    Develop specialized monitoring tools and data collection protocols to ensure accurate collection and verification.
-    Work closely with the technical team to track PSC progress and evaluate its impact in an integrated manner allowing for on-going learning and PSC activities adjustments.
-    Contribute to the capacity development of the PSC employees to set and track indicators and conduct baseline surveys, data collection, and studies.
-    Provide training and mentoring to all PSC staff on M&E as required.
-    Coordinate and oversee project evaluation activities to assess the outcomes and impacts of PSC activities, especially activities funded through Donors.
-    Assist in project reporting, case studies and communication activities with stakeholders and disseminate project information.
-    Coordinate M&E activities with the program associate.
-    Conduct value for money analysis.
-    Perform other duties as assigned by the Director General of the PSC.

Qualifications

-    Minimum of a Bachelor’s degree in Business, or other related field is required. Master Degree is preferable.
-    Between of 3-6 years of professional work experience developing, implementing, and managing M&E systems, including field level activities of which 3 years involve large-scale development projects.
-    Experience in Private Sector Development projects is preferred.
-    Experience in gender mainstreaming in private sector development projects.
-    Excellent verbal and written communications skills in Arabic and English are required.
-    Strong background and training in field research methodologies.
-    Experience managing USAID project required.
-    Ability to work within a team.
