Catholic Relief Services is an international aid agency and has been present in the Jerusalem, West Bank, and Gaza for over 50 years. The CRS JWBG country program currently supports development/relief programs and activities in the sectors of humanitarian assistance, youth development, education, and peace & justice.
Position Title: Monitoring and Evaluation Officer (M&E Officer), Jerusalem-based
Reports to: Deputy Country Representative, Jerusalem-based
Supervisory Responsibilities: None
Job Summary:
As a member of the program quality team working in the area of Monitoring and Evaluation (M&E), the M&E Officer’s primary function is to build programming capacity in monitoring and evaluation by developing and designing comprehensive, cost effective and a user friendly M&E system that will lead to improved program quality and reporting and provide necessary guidance to the program staff in implementation of the M&E system. The M&E Officer has to effectively manage relationships with other CRS/JWBG offices, program staff and implementing partners in Jerusalem West Bank & Gaza.
M&E Officer is also responsible for provision of M&E technical input into development of new project proposals, analyzing their strengths and weaknesses and recommends new approaches or strengthening of current practices. Furthermore, if needed M&E Officer should lead participatory evaluation efforts in Jerusalem West Bank & Gaza Program and sharing of institutional knowledge and learning with other CRS/JWBG offices and EME.
Position Requirements and Qualifications:
1-Graduate degree in a directly related field, such as operations research, quantitative analysis, etc.; significant work experience in a directly related field will be considered in lieu of graduate degree.
2-Three to five years of progressively responsible and directly relevant professional experience; at least two years of working directly in M&E.
3-Thorough familiarity with principles and current approaches to M&E using both quantitative and qualitative methods.
4-Demonstrated M&E field experience; skilled in collecting, manipulating, synthesizing and analyzing data.
5-High level of English-language proficiency (speaking, reading, writing).
6-Excellent analytic and computer skills; skilled in MS Office Suite including Word, Excel, Outlook, PowerPoint and Access.
