Job Requirements

Generic responsibilities

  1. Compliance with and adherence to NRC policies, tools, handbooks and guidelines.
  2. Implement delegated monitoring and learning activities according to the agreed work plan.
  3. Prepare and develop status reports as required by management.
  4. Ensure proper filing of MEL documents.
  5. Ensure proper data validation and quality assurance.
  6. Support the country strategy process and the development of MEL strategy.
  7. Ensure that projects target participants most in need and explore and assess new and better ways to assist.
  8. Contribute to implementation of Safe and Inclusive programming minimum standards, including but not limited to attend relevant SIP capacity building, incorporate SIP in designing tools, data collection and data analysis. 
  9. Promote and share ideas for technical improvement.
  10. Promote the rights of IDPs/returnees in line with the advocacy strategy.

Specific responsibilities

  1. Support the unit in implementing MEL activities across various core competencies at the Country Office. 
  2. Update the ITTs (Indicator tracking table) and data collection tools on a rolling basis. 
  3. Support the programme units in developing log frames. 
  4. Validate the program data and the means of verifications on a rolling basis.
  5. Support the MEL unit in leading the learning activities along with the programme’s teams. 
  6. Support in becoming the MEL focal point for data related to Gaza programmes. 
  7. Carry out internal learning and qualitative activities on frequent basis.
  8. Provide necessary and accurate MEL data and analysis for internal and external reporting in a timely manner.
  9. Conduct regular field visits and spot checks to the projects’ activities and report on main observations.
  10. Support in analyzing project information to provide recommendations for research and trends or gaps relevant programs.
  11. Ensure timely and accurate data reporting on NRC Global Output & Outcome (GoRs), including creating an entry (Data Configuration) for new projects, while ensuring the data is collected ethically. 
  12. Support the head of unit in any related MEL task.

Qualifications

Generic professional competencies:

  • Bachelor's degree in statistics, economics, international development or any related social science field 
  • Experience working in Monitoring and Evaluation in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Fluency in English, both written and verbal 
  • Computer literacy

Context/specific skills, knowledge and experience:

  • Relevant tertiary qualification
  • 3 years’ relevant experience, preferably in Monitoring and Evaluation, Data Management 
  • Fluency in Arabic, both written and verbal 
  • Good communication and interpersonal skills
  • Strong organizational and team working skills
  • Knowledge of the NGO operations and the dynamics of the humanitarian sector
  • Good level of proficiency in MS Windows Excel and quantitative analysis (SPSS preferred) and qualitative methods.

Additional Information:

Contract duration: Open End

Working hours: 40 hours/week, Sun-Thu (5 days per week)

Salary/benefits: According to NRC’s salary scale and terms and conditions

Duty station: Gaza (open to Gaza strip residents only)
