Catholic Relief Services is an international aid agency and has been present in the Jerusalem, West Bank, and Gaza since 1961. The CRS JWBG country program currently supports development/relief programs and activities in the sectors of civil society, humanitarian assistance, youth development, education, and peace & justice. CRS is implementing the Civic Participation Program (CPP), a three year project funded by USAID that aims to strengthen the Palestinian civil society, by increasing Palestinian civil society organizations’ (CSO) viability and promoting civil society’s institutional development throughout the West Bank and Gaza.
CRS is seeking highly qualified candidates for the following position:
Position Title: Monitoring and Evaluation Officer (M&E Officer), Ramallah-based
Reports to: Deputy Chief of Party
Job Summary:
As a member of the Civic Participation Program (CPP) team working in the area of Monitoring and Evaluation (M&E), the M&E Officer’s primary function is to build programming capacity in monitoring and evaluation by developing and designing comprehensive, cost effective and a user friendly M&E system, consisting of an Indicator Performance Tracking Table, data flow charts, and data collection tools. The M&E Specialist will be responsible for assuring data quality and providing data analysis back to partners and Partner Relations Specialists (PRS) and up to the Deputy Chief of Party (DCoP). In addition, the M&E Officer will work with the DCoP in preparing the SOW for the M&E sub-contractor, managing the sub-contractor and reviewing work. S/he will also provide guidance to the Sub-contractor in developing an online M&E database.
Position Requirements and Qualifications:
-Graduate degree in a directly related field, such as operations research, quantitative analysis,
etc.; significant work experience in a directly related field will be considered in lieu of graduate
degree.
-Three to five years of progressively responsible and directly relevant professional experience; at
least two years of working directly in M&E.
-Thorough familiarity with principles and current approaches to M&E using both quantitative and
qualitative methods.
-High level of English-language proficiency (speaking, reading, writing).
-Excellent analytic and computer skills; skilled in MS Office Suite including Word, Excel, Outlook,
PowerPoint and Access.
